Environmental Services Manager - UK & Europe, Africa and Middle East region

Job Responsibilities

Responsible for the Environmental Services function for United Kingdom(UK) and Europe, Africa and Middle East (EAME) Region within the Infrastructure global business unit (GBU), reporting directly to the global business unit ES&H Manager and functionally to the corporate Manager of Environmental Services.  Manages and provides technical oversight to environmental services (ES) staff assigned in the GBU and to project-assigned ES personnel on projects.  Coordinates ES functions and support activities with corporate Manager of Environmental Services, project-assigned ES&H and Environmental Managers project personnel (e.g., Project Managers, Construction/Site Managers, and Engineering Managers) and GBU functions (e.g., Marketing & Business Development Managers, Sustainability Engineering, Construction, and Contracts)  

Basic Job Responsibilities

  1. Manages and administers the environmental services program in the assigned global business unit.
  2. Monitors, reviews and reports on environmental performance across Offices and Projects within the UK and EAME Regions. Conducts audits and assessment of projects to monitor compliance with environmental requirements including contractual commitments, permits, ISO 14001 EMS and internal Bechtel EMS, environmental core processes and procedures.
  3. Ensures that applicable corporate, business unit, and project-specific environmental requirements are integrated into project planning, design, and execution and that Bechtel projects within a global business unit are designed and constructed in compliance with applicable requirements.
  4. Provides environmental technical support and assistance to projects and coordinates environmental compliance requirements with business development managers, project managers, construction/site managers, (sub)contracts managers, project engineers, ES&H managers, and other project personnel as required.
  5. Assigns work responsibilities and duties to ES staff assigned in the business unit and provides technical support and direction on work products (e.g., Environmental Management Plans, site-specific mitigation plans).
  6. Participates in meetings with customers, functional managers, and contractors/subcontractors to advise them of developing ES issues which will affect their activities.
  7. Monitors, reviews, and analyzes proposed changes in environmental laws/regulations, financial institution performance standards, and industry standards/practices potentially affecting GBU operations/projects and provides input and recommendations for addressing such changes.
  8. Reviews functional group policies and procedures and makes recommendations for revising/developing procedures and processes as required.
  9. Participates in ES personnel recruitment, training, and development.  Conducts performance evaluations of ES personnel in coordination with the GBU ES&H Manager and reviews performance evaluations administered by supervisors. 
  10. Provides recommendations to the GBU ES&H Manager on salary actions, promotions, transfers, and terminations for ES employees assigned to the GBU.  Interviews candidates for new ES positions and makes recommendations to the GBU ES&H Manager regarding their suitability for employment.
  11. Oversees and/or develops GBU-level environmental awareness orientation/training programs.
  12. Shares responsibility for managing and maintaining GBU ISO 14001 Environmental Management System (EMS), including development of GBU-level processes and procedures, internal auditing program, objectives and targets, performance monitoring and recommendations for continuous improvement.  Collaborates with corporate ES&H to ensure integration of corporate EMS requirements.
  13. Coordinates with GBU Sustainability function to ensure that environmental sustainability components are properly incorporated into the environmental services program.
  14. Works with the corporate Manager of Environmental Services and Bechtel Legal on addressing and resolving pending agency non-compliances, notices of violations, potential fines and other enforcement actions.

Basic Job Qualifications:

  1. Bachelor of Science in environmental management, life science (e.g., biology, ecology, forestry, physical sciences (e.g., geology, meteorology), environmental engineering or related field from an accredited college or university.
  2. Progressive practical work experience in office setting (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the job responsibilities.
  3. Demonstrated experience working with management systems standards, in particular ISO 14001 Environmental Management Systems, with formal training and experience conducting audits of EMS systems.
  4. Demonstrated experience in national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
  5. Working knowledge of environmental permitting and compliance enforcement processes in countries where formalized regulations and/or laws do not exist and/or experience in industry-specific environmental programs and performance standards of financial institutions (e.g., IFC Performance Standards and World Bank EHS Guidelines)
  6. Excellent written and oral communication skills.
  7. Strong organizational, collaboration and leadership skills.
  8. Must have the ability to travel
  9. Competent user of Microsoft Office tools (Word, Excel, SharePoint etc)



Preferred Qualifications:

  1. Previous experience within the environmental, safety, and health function on complex Infrastructure projects
  2. Lead SO 14001 Auditor Certification is desired
  3. Experience of preparing/reviewing material for and attending public consultations preferred.
  4. Knowledge of Bechtel’s Marketing and Business Development process and activities to identify and appropriately address environmental related risks for bid decisions and in responding to new work proposals.
  5. Knowledge and /or capability in software tools that can be used in permitting or compliance (e.g., Aconex, GIS, Power BI, etc)
