Job Description


Bechtel / HS2 Delivery Partner – Contracts Management Assistant (LONDON)


Grade 23


HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, Leeds and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.


Bechtel provides expert engineering, environmental, engagement and project management support across Phase 2b. We focus on the delivery of Hybrid Bills and advice to HS2's client, the Department of Transport, to assist her Majesty's Government in making investment decisions.


Bechtel has worked on the UK's largest and most complex rail projects including HS1, Tube Lines, Crossrail, West Coast Mainline and Great Western Route Modernisation. HS2 will add to this iconic portfolio.

We are seeking an assistant contract administrator to be based in HS2’s LONDON office but will permit both home and office work.





To provide support to the Hybrid Bill team in order to ensure contract obligations are met by all parties and to positively influence supplier performance and value for money.





·       Reports to the Commercial Manager regarding the contract management resources engaged in response to HS2 Ltd programme needs to ensure that contracts are developed, agreed and delivered to the agreed specification.

·       Provide commercial information to support decision making across HS2’s contracts and manage contracts to ensure strategic objectives are delivered.

·       Review and monitor the administration of the commercial agreements with third party suppliers to ensure contract administration complies with statutory requirements and relevant government policies and delivers value for money.

·       Review and monitor HS2 contracts, instructions and contract administration to ensure that a commercial approach is applied to deliver value for money and that there is consistency across HS2.

·       Negotiation of commercial agreements with third parties, coordinating interfaces and integration across various contracts and suppliers

·       Ensuring that HS2 has the goods and services required by the organization to guarantee success across each stage of the delivery cycle.

·       Supporting the administration of the obligations of the project Manager under the NEC3 contract.





·       Ability to administer contracts to deliver infrastructure or similar capital projects and programmes.

·       Administration and organisational skills – including ability (or willingness to learn) to use databases and document management systems 

·       Capability to use standard desktop programmes such as Excel, Word, Powerpoint, Outlook and Teams to a proficient level.

·       Ability or willingness to learn to produce and manipulate a range of forecasting and numerical analysis tools including spreadsheets, pivot tables and databases. 

·       Analysis skills – including compiling, assessing and analysing information and data reports to identify key issues. 

·       Ability to use Excel spreadsheets, MS Word and PowerPoint or equivalent packages  

·       Effective verbal and written communication skills in order to be able to clearly communicate

·       Personable approach in working with teams and individuals across the organisation 

·       Ability to demonstrate compliance with defined polices, procedures and processes within complex and multi-disciplinary settings.

·       Ability to demonstrate an ability to manage suppliers to achieve pre-defined outcomes. 

·       Ability to demonstrate ability to positively influence supplier performance.

·       Ability to demonstrate ability to assess value for money.

·       Ability to demonstrate an understanding of dispute resolution.

·       A knowledge of contract, commercial and risk management methods



Desirable Qualifications

Qualification befitting to Business Management or associated studies which support the role in a Civil Engineering / Land and Property setting.
