The Gabon Infrastructure Project is a program management services project. Bechtel is responsible to assist the Gabonese government with the establishment and implementation of a specialized agency to manage the country’s $25B capital improvement program. Bechtel employees are seconded into and work for the Gabonese government agency. Bechtel’s mandate includes: provide technical expertise to develop the structure and governance of the agency as well as establishment and implementation of procedures that comply with international standards. Capacity building of the national employees is a primary focus. The program includes projects that cover all facets of infrastructure development such as: roads, bridges, water projects, housing, schools, power distribution, etc.



Responsible for management of the Agency’s Contract Department which administers large moderately complex (sub)contracts across a range of projects including management and monitoring of all tasks involved in the formation, award and administration of contracts. Maintains a continuing review of the progress of each (sub)contract and provides management with information regarding any financial, legal or technical difficulties. Prepares change orders and amendments, negotiates with (sub)contractors and customers to obtain settlement. Prepares close out of the contracts. A key role of this position is to adapt Bechtel and industry standard processes and procedures to the Gabonese business environment.

Note: This position is initially a short-term position that is anticipated converting to long-term upon the Project’s contract extension later in 2020

  • Reports to and receives direction and functional guidance from the Commercial Manager (a Bechtel employee seconded to the agency).
  • May also receive direction from the Director General / Project Manager (a Bechtel employee seconded to the agency).

  • Provides operational supervision and training to contract department employees (non-Bechtel employees of the agency).

  • Develops and maintains relationships with agency personnel in all departments and levels of the organization.
  • Develops and maintains relationships with Contractors.
  • Interacts with Client & Ministry personnel as-required.
  • Represents agency and participates in negotiations with Contractors.



Agency Duties

    1. Review, revise, and implement Contracting and Procurement procedures that comply with Bechtel policies and international best practices for management and administration of construction and PMC type contracts. A key part of this role will involve capacity building for the agency contract department.
    2. Establish and implement a process for claims management. Serve as process owner and drive the contract claims process.
    3. Oversee Contracts Department in administration of all (sub)contracts maintaining a continual review of progress and providing management and other functions as required with information regarding projected financial or technical difficulties.
    4. Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.
    5. Responsible to develop and implement a monthly status report for management of all agency contracts.
    6. Work with other departments to enforce Contractor compliance with contract requirements.
    7. Will attend Gabonese Ministry meetings and present /defend agency interests as required.
    8. Provide input to the agency control tools such as the change management system, claim analysis, forecast support, and schedule development.
    9. Develop tender packages and conduct tender process that complies with international best practices and Gabonese public tender process.
    10. From time to time the agency may respond to RFPs for management services. Participate in the bid process including development of proposed contract types, terms & conditions, non-disclosure agreements, etc. as required
    11. Develop and provide training to local agency employees including competency testing requirements.
    12. Responsible for Contract formation process including: preparation of advertisements for publication, Pre-qualification documentation, Contractor evaluation, due diligence reviews of Contractors, and responses to Tenderer’s clarification questions and issue of addenda as required, etc.
    13. Establish and implement a contract compliance / DOR matrix tool.
    14. Take personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role.
    15. Cooperate  in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work
    16. Advocate, promote and engage Bechtel’s health, safety and environmental policies and initiatives.


Bechtel Duties

    1. Responsible for tender, drafting, and administration of all Bechtel support services contracts.
    2. May represent Bechtel in contractual discussions of moderate complexity.
    3. Provide support to the project manager in negotiation and administration of the Bechtel prime contract.



  • French language capability is required.
  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable.
  • Experience and / or courses in pricing, contract law, negotiations and accounting are considered a plus.
  • Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations.
  • The preferred candidate will have a minimum 10 years of Bechtel contract/subcontract administration and formation experience demonstrating a working knowledge of engineering/construction industry contracting practices, Bechtel policies and procedures.
  • Thorough knowledge of the Bechtel Construction Standard Work Process Procedures (SWPP).
  • Demonstrated ability to handle international work in hardship locations preferred. Preferred experience in working in multinational project teams with varying technical and cultural backgrounds.
  • Demonstrated oral and written communication skills, ability to communicate complex issues to high level political officials.
  • The successful candidate should be a self-starter with strong problem solving skills being able to work in a non-standard Bechtel environment.
  • Demonstrated experience developing and implementing contract status reports, preferably in a non-standard Bechtel environment.
