Project Overview:
Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.
Job Summary:
In this role, you will lead a team to prepare and establish the project quality program. You will prepare and evaluate proposals, review project schedules and staffing, facilitate project metrics, identify quality problems, and recommend actions to correct deficiencies. Your leadership will ensure timely and effective implementation of project quality plan requirements and that goals and objectives are met.
Major Responsibilities:
- Leads quality-related assignments and provides technical direction to peers.
- Ensures design requirements are translated into products/services using engineering tools; oversees verification, validation, and inspections.
- Coordinates independent assessments; analyzes risks and provides recommendations to leadership.
- Applies quality engineering methods to design reviews, analyses, and program plans.
- Evaluates corrective actions and process improvements; uses DevonWay (DW) or similar systems for Closed Loop Corrective Actions (CLCA), Condition Reports, and Recommendations.
- Defines and implements QMS tools and procedures; develops quality metrics and provides performance feedback.
- Applies causal analysis tools; facilitates and leads resolution teams.
- Monitors implementation of project quality plans, including People Based Quality (PBQ), Lessons Learned (LL), CLCA, assessments, and continuous improvement.
- Prepares audit checklists; participates in and leads internal/external audits; ensures closure of findings.
- Directs project quality activities; coordinates with engineering, procurement, construction, commissioning, and operations to meet objectives.
- Reviews Scope of Services and develops project procedures.
- Tracks KPIs, maintains quality records, and performs Gap Analyses.
- Prequalifies contractors, vendors, and designers; oversees QMS implementation; reviews submittals including Quality Plans, ITPs, personnel, test reports, and schedules.
- Ensures quality system requirements are integrated into contracts and work orders; verifies Best Practices (BP) and LL implementation; documents new BPs/LLs in DW and EDMS.
- Reports progress to the Project Quality Director.
Education and Experience Requirements:
- Typically requires bachelor’s degree in engineering, science, project/quality management, business management (or international equivalent) and 10-13 years of relevant experience, or 14-17 years of relevant work experience. Master’s degree is an advantage.
- Experience in overseeing design, development, and implementation with leadership experience in a Project Management Consultant (PMC), Infrastructure, or related industry encompassing engineering, procurement, and construction activities.
- Membership of an appropriate professional body is advantageous.
Required Knowledge and Skills:
- ISO 9001:2015 Certified Lead Auditor (IRCA approved) - required.
- Applicable certification in Quality (e.g., Six Sigma Green/Black Belt, Lean, Certified Quality Manager - advantage).
- Demonstrated experience with design controls, design verification and validation, process controls, construction/start-up activities, and risk management.
- Experience working in a team-oriented, collaborative environment, maintaining strong interpersonal and communication skills to motivate large employee groups; led diverse multifunctional teams to achieve agreed goals.
- Good knowledge of Project Quality Management Systems and ISO 9001 certification at an enterprise level.
- Strong analytical skills with practical knowledge of identifying key performance quality metrics, setting targets, and identifying areas for improvement.
- Proven data analysis, data verification, and problem-solving abilities; experienced with statistical reporting and analysis. Ability to apply data-driven decisions for sound business insights.
- Ability to interact effectively at all organizational levels (executives, managers, SMEs, peers, support staff).
- Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies, etc.
- Proficiency in oral and written English.
