Project Overview:

Bechtel is pursuing a significant new award of work in Egypt. The Project will cover the development of luxurious residential, commercial, and recreational spaces, tourism amenities, and economic zones. If successful, Bechtel’s contract for the delivery of this project will be for project management and construction management services.

Job Summary:

The Lead Commissioning and Startup Engineer is responsible for supporting the program wide testing and commissioning (T&C) of the infrastructure and systems for the project. This role involves participating in a team to coordinate with consultants, contractors, and other stakeholders to assure project delivery meets safety, quality, and budget standards.

The role requires collaboration with clients, contractors, other project management consultants, and regulatory bodies to implement T&C processes, integrated testing schedules and reporting. The preferred candidate will support the Commissioning and Startup Manager to ensure proper sequencing of activities, provide guidance to contractors through the project stages and oversee the factory, static, integrated, and performance testing phases.

This position demands strong commitment in safety and ethics, populating effective reporting systems, quality oversight, and support fostering collaborative relationships to ensure the successful testing and commissioning of the systems.

 

Major Responsibilities:

  • Provide overall support to the Commissioning and Startup Manager.
  • Provide technical direction for the testing and commissioning of specific systems.
  • Support the drafting and updating of management plans to guide contractors in creating and adhering to processes and workflows according to the Employer’s Requirements.
  • Support and attend technical coordination meetings for testing and commissioning activities at a designated project.
  • Support the coordination with client representatives to obtain approval/acceptance of work as it is accomplished.
  • Assure consistency in the review, tracking, and monitoring of contractors’ T&C work, deliverables and activities.
  • Ensure that safety is a priority in all activities and practiced by all contractors.

Education and Experience Requirements:

  • Recognized degree in engineering or scientific discipline, or specialized courses in construction/project management and techniques, OR a professional license from a recognized licensing board, OR progressive work experience including technical testing and commissioning experience in infrastructure/complex projects.
  • 8-10 years of progressive relevant experience in testing and commissioning large infrastructure/complex projects.

Required Knowledge and Skills:

  • Knowledge of Microsoft Office software programs.
  • Ability to review technical T&C documentation.
  • Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging relationships across a range of entities.
  • Must be self-driven and able to plan and execute work with some supervision from senior management and/or peers.
  • Can be flexible and manage multiple tasks with shifting priorities in a demanding Project Management Office (PMO) environment.
  • Relevant knowledge/experience of working in Egypt or the Middle East with a sound understanding of the cultural norms and requirements of the region. 
  • Strong knowledge of testing and commissioning processes. Bechtel processes and procedures are preferred.
  • HV / MV, Water distribution experience preferred
