Project Overview:

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

 

Job Summary:

In this role, you will lead the implementation and audit activities of the project quality program. You will review and determine applicable quality requirements, report new or revised regulatory requirements, monitor non-conforming conditions, and determine the sufficiency of corrective actions. Your recommendations will assist in the resolution of complex issues and mitigate performance risk.  #LI-TH1 

 

Major Responsibilities:

  • Support the implementation of the Project Quality Plan (PQP) and communicate with project personnel across engineering, procurement, construction, administrative services, testing, commissioning & startup to ensure project quality commitments and objectives are achieved.
  • Recommend actions to address observed quality non compliance or deficiencies.
  • Maintain client liaison and communication for project quality-related activities as needed.
  • Represent the project during quality assurance audits conducted by clients, management, or regulatory agencies.
  • Review project schedules for quality-related activities to ensure timely implementation of the PQP requirements.
  • Identify quality concerns, initiate documented corrective actions, verify solutions to prevent recurrence, and manage to closure in the Closed Loop Corrective Action (CLCA) system.
  • Incorporate applicable quality assurance program requirements for suppliers and subcontractors into requisitions.
  • Support the development and implementation of the Project Quality Audit & Surveillance Schedule.
  • Manage and perform internal and external quality audits and surveillances and manage the closure of findings.
  • Review and approve subcontractors and suppliers’ responses to findings identified through quality audits and surveillance activities.
  • Utilize DevonWay for CLCA and process Condition Reports and Recommendations resulting from quality audits and surveillances or other sources.
  • Support the implementation of Best Practices and Lessons Learned by the project, including collection, evaluation, approval, and upload to DevonWay.
  • Prequalify subcontractors and suppliers, evaluating their quality management system capabilities and controls.
  • Review and evaluate subcontractors’ and suppliers’ submittals, including quality manuals, procedures, Quality Plans, ITPs, resumes, test reports, and audit schedules, as applicable.
  • Lead Project QMS orientation and awareness sessions, as applicable.
  • Provide training and guidance to quality assurance personnel, as required.
  • Develop and implement project-specific quality assurance metrics, as needed.
  • Report progress to the Project Quality Manager, including providing inputs to the weekly and monthly project progress reports.
  • Lead and facilitate Project Root Cause Analysis (RCA) to identify, document, implement, and verify corrective measures for issues impacting quality and preventing recurrence, as needed.

 

Education and Experience Requirements:

  • Requires a bachelor’s degree (or international equivalent) in engineering or scientific discipline, or specialized courses in engineering, quality along with 12–14 years of relevant work experience in engineering, procurement, construction, testing, and commissioning & startup.

 

Required Knowledge and Skills:

  • Technical knowledge in the application of engineering, procurement, construction, testing, and operations, practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, commissioning & startup, and regulatory requirements in project execution.
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions. 
  • Knowledge of regulatory requirements and functions which impact quality in project execution. 
  • Proficiency in oral and written communications. 
  • Proficiency in providing direction and on the job training to assigned personnel. 
  • Proficiency in the use of applicable computer programs.
  • ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) (required).
  • Applicable certification in Quality, e.g., Six Sigma (Green/Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
  • Demonstrated experience with design controls, design verification and validation activities, process controls, supply chain, construction, start-up activities, and risk management in project execution.
  • Strong analytic skills with practical knowledge of how to identify key performance metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
  • Proficiency with Power BI with a keen interest in automation tools is preferred

Additional Information: Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
