Project Overview:
Driftwood LNG is a greenfield LNG export terminal located on an approximate 700-acre plot on the Calcasieu River due south of Sulphur, Louisiana. The project will be permitted for a nominal 26 MTPA LNG facility based on 20 liquefaction units of 1.3 MTPA each, divided into five LNG plants with four units in each LNG plant (each four unit LNG plant hereafter a “Plant”). The Project will also include three 235,000m³ full containment LNG tanks and three marine loading jetties that will support ships with capacity of up to 216,000m³. All plants will be built direct hire by Bechtel.
Job Summary:
Leads the Field Cost engineering team in providing cost analysis, change management and budget control expertise on large scale Engineering Procurement and Construction Project. Supports project organizational and administrative activities when delegated. Supervises cost engineering activities when delegated. #LI-CS1
Major Responsibilities:
- Leads a team of project controls cost engineers and implements Bechtel standard processes and procedures on projects in setting up and maintaining project budgets, change management, cost monitoring, cost variance analysis, weekly quantity and craft labor reporting, monthly and biweekly cost reporting, project financial reporting.
- Prepares Project Controls plans and detailed internal manpower utilization plans for Project Field Cost discipline or specialty activities.
- Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
- Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.
- Supports set-up of project original budget using estimating line details utilizing Bechtel COA, tracking and maintaining project budgets through project life cycle
- Assists in developing specific project codes of accounts and recommend appropriate modifications and revisions. This includes training in the proper use of and definitions for the cost accounts.
- Supervises/ Performs cost recording, monitoring, and reporting practices for compliance with applicable Bechtel standards.
- Supervises and is responsible for the development and accuracy of cost engineering reports. Responsible for issuing reports required by Bechtel management and per project procedures and contractual requirements.
- Investigates requirements for estimating and/or cost control data for a specific discipline or other specialty applications.
- Prepares or supervises the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Develops innovative new techniques to meet specific needs, as required.
- Develops input to the quarterly Project Financial Status Reporting (PFSR) which includes project cost flow, cash flow, and hours forecast
- Demonstrated skill in identifying, analyzing, and providing innovative solutions using cost engineering principals and identifying trends for management attention.
- Supervises/ Prepares cost trend estimates in support of project change management program
- Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements. Uses statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and analyzes measurement systems to identify bias, repeatability, and stability issues.
- Prepares and analyzes comparisons of scope, quantities, and cost data between projects. Develops bid evaluation cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
- Assists in developing unit jobhour and pricing data for a specific discipline or other specialty. Performs data analysis, identifies problems, and makes recommendations.
- Application of Earned Value Management and Value of Work Done principals to help review subcontractor invoices.
- Role involves discipline/project/proposal estimating or staff planning activities which require a high degree of technical skill and experience.
- Assists in preparing cost data for proposals or contract negotiations.
- Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
- Conducts personnel performance reviews, when delegated. Interviews candidates and makes recommendations for employment decisions.
- Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge, Skills, and Abilities:
- Bachelor’s Degree from an accredited university and 13 years of relative work experience the home office and/ or field capacity for a major EPC firm (Bechtel experience preferred) with experience on large projects. In lieu of a degree, 19 years of related work experience is required.
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
- Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications (Ecosys, Primavera and Microsoft Office Applications, PowerBi for example).
- Experience on Earned Value Management and Value of Work Done principals preferred but not required.
- Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
- Excellent oral and written communication and experience in presenting complex cost analysis to senior management and clients
- Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
- Knowledge of engineering, procurement, contracts, construction, and construction management customarily acquired over time through specialized instruction or practical experience.
