Project Overview:

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths. 

 

Job Summary:

Provides expertise in the planning, review, and execution of rigging activities to ensure safe and efficient execution of work. Provides technical direction to construction engineers, superintendents and craft professionals regarding rigging requirements. #LI-TH1 

 

Major responsibilities:

  • Receives operational and technical direction from senior site management.
  • Provides operational and technical direction to a rigging team and to assigned construction engineers and construction personnel, including craft, regarding rigging-related construction processes, procedures, and requirements. May provide operational guidance on behalf of GBU or regional management.
  • Maintains contact with Engineering regarding plant layout, foundation design, vessel/module designs, provision for lifting, and verification of the suitability of imposed loadings.
  • Works closely with Field Engineering regarding constructability, construction equipment requirements (including crane sizes and locations), scheduling, ground preparations and temporary facilities (including crane pads and haul routes), required site sterilization, crane layout, and sequencing. Plans lifts, sequence work, and direct and approve lift plans.
  • Maintains contact with Traffic & Logistics regarding feasibility of heavy/oversize haul and barging/heavy-lift shipping and marine operations, temporary dock facilities and haul routes to site.
  • Maintains contact with Subcontracts regarding scope of work and technical reviews of submissions for lifting and heavy/oversize transport works.
  • Works with vendors and subcontractors, providing subject matter expertise in meetings and reviews regarding the execution of subcontract lifting and/or heavy oversized site transport or marine works.
  • Works closely with safety personnel regarding rigging-related safety procedures and requirements.
  • Establishes working relationships with client management as required.
  • Maintains contact with permitting authorities and other government and regulatory agencies and statutory authorities regarding transport and/or lifting of equipment. 
  • Directs and guides rigging engineers in the preparation of conceptual (and working) lift and transport studies.
  • Provides subject matter expertise and technical support in developing rigging, transport, and lift strategies for project management and field engineering personnel.
  • Assesses and plans crane and heavy transport requirements and assists in the preparation of the Construction Equipment Schedule (CES).
  • Assesses technical proposals of subcontractor bid packages for lifting and abnormal transport.
  • Coordinates with subcontractors in the preparation of timely and compliant lift and site transport plans.
  • Reviews and approves medium and critical lift and transport studies. Develops rigging training courses for site personnel as required.
  • Monitors the application of standard work processes and procedures.
  • Monitors compliance of rigging operations with approved rigging plans and applicable codes.

 

Education and Experience Requirements: 

  • Required bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience​ 

 

Required Knowledge and Skills:

  • Extensive working knowledge of Bechtel’s rigging planning and execution standards and requirements.
  • Advanced technical knowledge and experience in engineering in the use of lifting equipment, alternative heavy lifting systems, mobile gantries, jacking, tailing, rigging equipment, and load distribution systems, including an understanding of transport/transfer of equipment, soil mechanics, and structural steel design.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Familiar with Bechtel’s Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements. 
  • Knowledge of Bechtel’s “Zero Accidents” safety program.
  • Understanding of requirements and special conditions in subcontract management.
  • Experience in supervising and administering subcontractors preferred, including an understanding of requirements and special conditions in subcontract management.
  • Bechtel Certified Rigging Engineer (CRE) certification preferred.

 

This knowledge is normally acquired through:

  • A recognized degree in an engineering or scientific discipline from an accredited college or university OR
  • Specialized courses in construction management AND
  • Expert understanding of the technical knowledge described above, including advanced knowledge of and experience in engineering in the use of lifting equipment, alternative heavy lifting systems, tailing techniques and equipment, rigging equipment, and transport/transfer of equipment.

Additional Information: 

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
