Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
Job Summary:
In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges. #LI-CS1
Major Responsibilities:
- Performs generally non-routine cost estimating, analysis, and control activities.
- Coordinates the implementation of cost monitoring and control standards, techniques, systems, and reports
- Coordinates the development and accuracy of cost reports
- Verifies consistency with previous reports to ensure compatibility and consistency
- Prepares specific budgets in accordance with prescribed standards and procedures
- Investigates the requirements for estimating and/or cost control data
- Collects and classifies cost data
- Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines
- Identifies cost trends for management attention
- Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.
- Proficiency with PC operating systems, with proficiency in several basic software applications.
- Proficiency with multiple discipline specific software applications (Ecosys, Primavera and Microsoft Office Applications, PowerBi for example).
- Experience on Earned Value Management and Value of Work Done principals preferred but not required.
- Excellent oral and written communication and experience in presenting complex cost analysis to senior management and clients
- Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
- Knowledge of engineering, procurement, contracts, construction, and construction management customarily acquired over time through specialized instruction or practical experience.
- Additional Information: Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
