Project Overview:

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

Job Summary:

The Building Field Engineer will report to the Lead Building Field Engineer/Area manager. This individual is responsible for providing technical assistance, direction, and support to field supervision for construction and installation activities for all disciplines associated with the Buildings equipment and materials. Also support with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, coordination of system turnover and building subcontractor management at site . Your work will contribute to ensuring field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-BH1

Major Responsibilities:

  • Overall construction knowledge of the permanent building construction and interface coordination.
  • Coordinate with engineering on constructability and design issues relating to the  CSA/SMP and electrical and instrumentation discipline such as installation and testing of electrical systems, lighting systems, high voltage equipment and grounding, and DCS systems.
  • Establish an design/field engineering working relationship and lines of communication with the Area Engineer, including agreement on SMPE/electrical and instrumentation engineering deliverables and overall construction application configuration management.
  • Responsible for quantity take-off, control, tracking, reporting and forecasting for SMP/electrical and instrumentation discipline.
  • Direct the preparation of requisitions for field procured materials, material substitution, services.
  • Review material receiving reports from project deliverable and the subcontractor to assure delivery of correct electrical and instrumentation materials.
  • Coordinate and monitor the interfaces for SMP/electrical and instrumentation data exchange to support the construction automation plan and the project controls program requirements at the jobsite.
  • Develop and manage the SMP/electrical and instrumentation construction quality program.
  • Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.
  • Plan and recommend SMPE/electrical and instrumentation procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications
  • System start up, turnover , client walkdown and permit authority inspection coordination.
  • Temporary works design and interface coordination with subcontractor  and project engineering.
  • Prepares construction drawings and sketches.
  • Leads preparation of construction drawings and schedules and the design of temporary construction facilities and ensures preparation of "as built" drawings and other job plans.   
  • Initiates requisitions for field purchases.  
  • Prepares quantity takeoffs of field purchased material and equipment. 

Education and Experience Requirements:

  •  Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience  

Required Knowledge and Skills:

  • Construction experience assigned to a construction site.
  • Heavy industrial direct hire construction experience commensurate with the type of work to be undertaken.
  • Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
  • Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
  • Computer literate in word processing, spreadsheet, and database applications.
  • Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in Commissioning roles.
  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
  • Collaborates well in a team environment.  Good leadership skills & able to provide technical guidance for testing, startup, and operations activities. 
  • Understands project workflows from design, estimation, construction administration and coordination, and fabrication.
  • Experience managing technical services subcontracts.
  • Experience on an LNG construction site especially along the U.S. Gulf Coast.
  • Understanding of applicable Bechtel work processes including Standard Work Process Procedures.
  • Familiarity with Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
  • Strong supervision experience including the ability to lead and manage change.
  • Experience in the testing or maintenance of LNG systems including inverters, motors, medium voltage switchgear, transformers and power distribution systems including calibration of the associated protective relaying.    

 

Additional Information: Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
