Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
Job Summary:
Assigned to a field construction organization in a supervisory capacity within the OSBL Area. Responsible for supervising and directing multi-discipline construction operations with a strong emphasis on high-voltage electrical systems and piping installations in a heavy industrial environment. Supervise subordinate superintendents and others, as assigned.The position requires extensive field supervision experience (10+ years) overseeing electrical and piping installation activities associated with major industrial or energy infrastructure projects. Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions while maintaining strong coordination between disciplines to ensure safe and efficient execution of work. #LI-TH1
Major Responsibilities:
- Establishes, coordinates, and implements area construction schedules, manning charts, and material and equipment requirements, with particular attention to electrical power systems, high-voltage infrastructure, and piping installation sequencing.
- Controls expenditures in assigned area for labor, equipment, material, and services and ensures field operations are within budget.
- Responsible for overall supervision of personnel in assigned area of responsibility.
- Provides leadership and technical oversight for field construction activities related to high-voltage electrical installations, piping systems, and associated mechanical infrastructure.
- Overall coordination of all activities inside the OSBL area as well as coordinating a group of superintendents, field engineers, and others to achieve daily goals and construction milestones.
- Monitoring progress and timely installation of modules, interconnecting components, electrical systems, cable routing, power distribution infrastructure, and stick-built commodities within the OSBL area.
- Provide leadership for the safety, accident prevention, and fire prevention programs on the project.
- Daily coordination with the ISBL Superintendent and interface managers.
- Monitor and take an active role in the 28-day / 120-day IAP schedule.
- Performing work in a brownfield area and liaising with operations to safely execute construction activities.
- Communicating with operations on interface work activities, particularly where electrical tie-ins, energization activities, and piping interfaces are involved.
- Responsible for conducting area-wide schedule, interface, and performance meetings with all associated discipline superintendents to establish and maintain a coordinated plan and efficient performance of the work in the area.
- Sets area priorities and resolves conflicts between disciplines, including electrical, piping, mechanical, and civil construction activities.
- Resolves problems and coordinates with engineering, procurement, and others to ensure appropriate solutions are determined and implemented in a timely manner.
- Monitoring the activities of subcontractors to ensure compliance with specifications, installation standards, and schedules.
- Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.
- Coordinating activities with other disciplines or areas and clients' resident representatives, as instructed by construction management.
- Performing employee reviews and identifying training and development opportunities for subordinate personnel.
- Ensuring that Bechtel and local/national safety codes, requirements, and standards are complied with within assigned area of responsibility.
- Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations and actively participates in scheduled safety meetings.
- Demonstrates leadership in a team-based environment while driving safe and productive construction execution.
- Ensures the most current design documents are used to complete the work and that all design changes are approved prior to implementation.
- Ensures that all milestone dates are completed as scheduled.Ensures that all construction activities meet quality and workmanship standards.
- Ensures required permits are in place prior to the start of work at site.
- Monitor quantity reporting.
Education and Experience Requirements:
- Requires a bachelor’s degree (or international equivalent) and 10–13 years of relevant construction experience, or 14–17 years of relevant field experience in leu of degree.
- Requires a minimum of 10 years in field supervision roles on large industrial or energy infrastructure projects.
- Demonstrated experience supervising high-voltage electrical installations and piping construction activities within major industrial facilities such as LNG, petrochemical, power, or similar heavy industrial projects is strongly preferred.
Required Knowledge and Skills:
- Strong field supervision experience including the ability to lead and manage change in a complex, multi-discipline construction environment.
- Demonstrated experience supervising high-voltage electrical systems installation, including power distribution, cable systems, substations, and related infrastructure.
- Strong background in piping installation, piping tie-ins, and coordination of piping construction activities within heavy industrial facilities.
- Displays effective communication skills crucial to motivating team members and presenting plans in a clear and concise manner.
- Must have previous direct hire experience.Strong technical knowledge of LNG facility installations.
- Strong experience liaising with and coordinating contractors and vendors.
- Strong technical knowledge of heavy industrial electrical and piping facility installations, including coordination with civil, structural, and mechanical disciplines.Knowledge of multi-discipline construction or engineering operations.
- Knowledge of the project's ES&H handbook, the supervisor’s ES&H manual, the project safety management plan, and Bechtel's core processes.Knowledge of Six Sigma program tools and methodologies.
