Project Overview:
The Project is a 112.4 km dual-carriageway motorway located approx. 200km south of Belgrade in a low-level flood plain along the Morava River. The motorway spans from Pojate on the A1 (the North-South motorway in central Serbia) through Kruševac (which used to be an industrial hub of Yugoslavia) and up into Preljina near Čačak. Located in the West Morava river valley, the Pojate to Preljina Motorway is considered essential to building the economic corridor to the industrial city of Kruševac, connecting it with important regional commercial centers like Sarajevo, Bosnia and Herzegovina and the port city of Bar, Montenegro. This route alignment is part of the comprehensive road network envisaged by the South-East European Transport Organization (SEETO) as part of Route 5 between Bulgaria and the Adriatic coast. The Government of Serbia (GoS) has already identified this connection as of critical importance to the development of roads infrastructure in Serbia. Some portion of time may be spent outside Serbia with potential for work in Belgrade then moving to the Krusevac location as required. The project number will be 26289 upon full execution of this new project.
Job Summary:
The Project Human Resource Manager is responsible for coordinating HR support to management and employees on the respective project on a range of Human Resources (HR) issues. Duties will include: talent management, oversight of local recruitment, on-boarding, HR Policy and assignment conditions management and administration, employee relations, employee mobilisation and demobilisation, and training facilitation
Major Responsibilities:
- Responsible for the Project Staffing Plan including gaining all required approval to post requisitions, ensure budgets and expedition of requisition postings in a timely manner.
- Coordinate meetings with project and recruitment/functions as required, tracking progress on open positions.
- Coordinate pre-employment medicals (if applicable).
- Develop and maintain the project execution plan.
- Coordinate and deliver the orientation program for all non-manual employees (individual and/or group sessions).
- Provide ongoing support and follow-up to new employees.
- Use Project Controls Staffing Plans to coordinate and track staffing and de-staffing on the project using SmartStaff tool.
- Coordinate with the relevant stakeholders (i.e. project admin) to finalize the mobilization of non-locals (accommodation/travel/town information etc).
- Track 90-day demobilization schedule and keep function informed of upcoming employees to be released.
- Liaise with Functional Resource Coordinators /Recruiter to ensure demobilizing staff are re-assigned in a timely manner.
- Prepare assignment completion documentation a minimum of 6 weeks prior to employee’s release or per employee’s home country statutory requirements.
- Prepare a variety of project related HR reports on a regular and “as needed” basis.
- Develop and maintain project procedures and ensure they are posted on the project intranet.
- Coordinate and facilitate information sessions on project on various topics. For example: Policy updates, Leadership, and Managing Employee Performance, Compensation etc.
- Provide advice and assistance to management and employees on a range of human resource/employee relation issues to ensure both are well supported and informed of workplace policies and guidelines.
- Ensure accurate interpretation of national and international assignment conditions.
- Perform other duties as required by Bechtel management.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience with labor relations is preferred.
- Experience and demonstrated skill in identifying problem areas, investigating alternative solutions and determining action to be performed on problems affecting human resources and labor relations administration.
Required Knowledge and Skills:
- Knowledge of and experience in Bechtel HR policies and processes
- Experience working on a large project with an international workforce
- Demonstrated understanding of disciplinary processes and termination legislation/administration.
- Well developed oral and written communication skills.
- Ability to interpret HR policy and processes and to work in a highly confidential work environment.
- Proficient in Microsoft Office. Able to speak and write fluently in English.
