Project Overview:

The Morava Corridor Motorway Project is an exciting and new dual-carriageway transport and communications link in the heart of Serbia. The route will weave through the scenic low-level flood plain and valleys of the Morava River as it connects Pojate through the industrial hub of Kruševac on the way to Preljina (near Čačak). This 112-kilometre (70-mile) motorway will modernise the infrastructure links in central Serbia and will facilitate economic growth by linking communities and businesses in the industrial city of Kruševac with the regional commercial centres of Sarajevo, Bosnia and Herzegovina and the port city of Bar, Montenegro. The Serbian Morova Corridor Motorway is part of the comprehensive road network envisaged by the South-East European Transport Organization (SEETO) connecting Bulgaria and the Adriatic coast.

 

Position Summary: 

The Head of Contracts and Procurement will manage site subcontract operations to ensure the effective administration of subcontracts. Responsible for implementation of the Standard Work Process Procedures and automated subcontract management systems. Responsible for the development of staffing plans and training of personnel assigned to support subcontract administration. Position will report to the Business Manager.

 

Typical position responsibilities include:  

(PRE-AWARD) 

·             Develops and issues contracts and services agreements as assigned by performing the following: 

·             Forms Request for Quotation (RFQ) packages 

·             Issues bid request packages to approved bidders 

·             Prepares Evaluation Criteria for approval by Project Team and/or Owner 

·             Coordinates Bidder’s questions and answers to those questions (RFI’s) and coordinate responses to Bidders via the assigned Transaction Manager 

·             Receives Bids and evaluates / manages the commercial evaluations of bids received 

·             Prepares Commercial Bid Summary and Overall Recommendation to Award subject Contracts 

·             Prepares contract documents in accordance with corporate procedures 

·             Prepares and maintains control and status reporting documents 

·             Prepares and organizes bidder meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the Joint Venture, the client, and contractor on all contractual matters. Conducts a meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules. 

 

(POST – AWARD)  

·             Responsible for the implementation of Contract & Procurement Management Procedures for the administration of the Contract. 

·             Analyze the Contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Project Management Team on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs. 

·             Responsible for the development and management of appropriate mechanisms to monitor compliance with contract terms and conditions. 

·             Responsible for working with the other Project Team members to ensure that Joint Venture and customer related actions or inactions which could result in potential contract changes or claims are identified and make recommendations on their resolution. 

·             Responsible for the management and identification of Contract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate. 

 

Job Knowledge 

·             Experience and courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. 

·             Thorough knowledge of subcontract administration, home office and field procedures and documents relating to a multi-discipline construction project. 

·             Direct experience in the function of managing workload distribution and execution of the work as well as personnel interviews, selection, salary planning, classification changes, performance evaluation, career counseling, transfers, and terminations. 

·             Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices. 

 

Qualifications 

 

·             Degree in Supply Chain, Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering or equivalent experience. 

·             Previous 15+ years of experience in contract formation and/or administration of a medium to large project. Experience with motorway and joint-venture arrangements preferred.

·             Previous supervisory experience.

·             Previous international experience is favorable. 

·             Prior commercial management experience on complex projects is favorable.  

·             Ability to work well with other departments and functions to support project objectives.
