The individual will be required to build working relationships with existing Client and Contractor teams and support the functions, main responsibilities will include:

·        Manages all aspects of the project’s environmental program, including development and implementation of all policies, plans and procedures on the Morava Corridor Motorway Project.

·        Collaborates with joint venture partner, subcontractor and client’s environmental leads.

·        Responsible for transitioning EIA/ESIA /ESMP content to the Project Environmental Management Plan compliant to ISO14001 in accordance with Infrastructure GBU Environmental Management System (EMS) to support project execution.

·        Develops and manages the implementation of the project-level environmental management program, including the key execution documents - Environmental Management Plan, Environmental Monitoring Plan, Impacts and Impacts Register, Compliance Matrix, Emergency Preparedness Plan, Competence/Training and project specific mitigation procedures.

·        Identifying environmental risks and devising appropriate environmental controls for inclusion in Method Statements/ Risk Assessments.

·        Prepare, maintain and submit reports on the contractor’s responsibilities in the Project Environmental and Social Monitoring Plan in collaboration with other departments.

·        Visiting sites and undertaking inspections, to ensure controls are in place and working.

·        Working with the Project teams to ensure environmental risks and impacts are considered at an early stage of scheme development.

·        Planning and delivering environmental training to a range of employees.

·        Provides direction to the project leadership regarding environmental risks and compliance with regulatory requirements.

·        Providing advice and guidance to staff at all levels on environmental issues.

·        Liaising with Statutory Authorities, e.g Serbia Environment Protection Agency, Institutes and NGOs.

·        Investigating and providing advice regarding environmental incidents. Ensuring all environmental records are maintained and are accessible.

·        Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including Project EMP, contractual commitments, permits, and the finance institution lender standards.

·        Liaises with other project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls) to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities.

·        Prepares sustainability documentation as appropriate for the project and its location

·        Prepares scopes of work for environmental subcontractors and oversees their tasks and work products.

·        Helps prepare permit documents and interfaces with regulatory agencies regarding site inspections and permit acquisition and close-out.

·        Communicates with infrastructure Environmental Services Manager regarding significant project environmental issues and environmental services support needs.

·        Reports operationally to the project ES&H Manager. Functionally reports to the infrastructure Manager of Environmental Services.



·        Receives technical and administrative supervision and work assignments from the project ES&H Manager, Project Manager.

·        Maintains relationships with project management, construction management and other project-level functional groups (e.g., engineering, subcontracts, procurement, project controls, document controls) to help identify and coordinate integration of project-specific environmental requirements design specifications, construction plans and schedules, subcontractor bid packages, and procurement requisitions.

·        Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.

·        Maintains contact with other ES&H personnel to solicit assistance and to keep them informed of changing requirements.

·        Maintains contact with customer environmental representatives to exchange information on project environmental management issues, permit/regulatory interpretations and to support ongoing project environmental compliance efforts.

·        Maintains contact with International Finance Institutions regarding contractor Environmental commitments under the loan agreement. 


Basic Qualifications

·        A degree is preferred, associated certification with recognized body IEMA or equivalent

·        Advanced knowledge in a field of science, environmental engineering, or related discipline.

·        Knowledge of environmental sciences/engineering systems, principles, and methodologies.

·        Demonstrated experience in national and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.

·        Knowledge of engineering and construction systems, methods, and work processes.

·        Knowledge of Knowledge of IFC Performance Standards and World Bank EHS Guidelines

·        Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.

·        Experience in environmental monitoring and compliance inspection during construction.

·        Experience of hazardous materials and waste management, erosion and sediment control methods, restoration techniques and biodiversity offsets.

·        Skilled in oral and written communication.

·        Prior experience with executing environmental requirements on large or complex infrastructure /engineering projects within natural habitats and river systems.

·        Prior practical work experience in office settings (e.g., managing environmental programs) and field environments (e.g., construction execution and/or operating facilities) in a multi-lingual team performing the responsibilities listed above.
