Project Overview:
Building off the success of Bechtel-Enka JV (BEJV)’s ongoing highway in Serbia, the Morava Corridor, Bechtel are anticipating a further project award for a new motorway between Kraljevo and Novi Pazar in southern Serbia. The route is 84km beginning at the location of one of BEJV current camps, with a potential for an additional 13km spur towards the border with Kosovo.
The Project alignment traverses challenging mountainous regions and valleys, where managing interface with existing local infrastructure will be key. Bechtel would perform the role of EPC in Joint Venture with our longstanding partner Enka. The first phase of the project will involve a period of technical early work and route design in preparation for full mobilization.
Job Summary:
In anticipation of an awarded contract, Bechtel is actively seeking Engineering Manager- to join the team. In the Engineering Manager role, you will be embedded into Bechtel Enka JV organization where, in addition to providing technical services, you will have the opportunity to participate in knowledge transfer, coaching and professional guidance to add long-term value to the client operation of a motorway project.
Working with the JV partner, the Engineering Manager reports to the PM and will jointly lead Project design activities. Great flexibility and proven strategic data reporting & analysis are necessary for this high visibility and significant highway role. This position interfaces with the Client’s project team and its design consultant entity to support the review and evolution of the design delivery approach and provides technical expertise & guidance to senior management in the development of engineering plans designed to meet the strategic objectives of the project.
Major Responsibilities:
- The Engineering Manager will, jointly with our JV partner, co-ordinate engineering activities to support overall project delivery.
- Selection and determination of the optimized alignment through the mountainous region
- Assisting in implementing value engineering process to promote efficiency and to optimize design of a motorway project so the project is executed according to the specified technical specifications.
- Evaluate and recommend best practices in reviewing and analyzing design against the actual project conditions and the JV’s standard construction practices.
- Provide guidance and best practices on vendor bid evaluations from technical and business aspects to minimize inefficiencies against the initial plan.
- Provide guidance and assistance in implementing BIM standards covering work methods work schedules and required controls including software control and its methodologies in monitoring and controlling BIM.
- Provide guidance and expert experience to support the selection of qualified vendors, with particular focus on specialty work packages.
- Drive continuous improvement through collaboration with the Client’s organization to enhance and supplement procedures. Interfacing with the Client to define design delivery approaches, and assessing quality, progress, and performance of the engineering scope.
- Advise on initiation, planning, and scheduling of the engineering scope and its interfaces, with particular focus on improving client communications and response times / processes.
- Evaluate and provide guidance on the quality and performance of the engineering teams and third-party engineering design firms.
- Promote and monitor a Lessons Learned Program, with regular dissemination across teams.
- Promote and monitor the establishment of the production of Technical Risk Assessments to drive the implementation of safety practices and procedures and that engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
- Champions the creation of a project work environment, supported by leadership on the project, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Education and Experience Requirements:
- A recognized bachelor’s degree in Transportation/Civil engineering or scientific discipline from an accredited college or university with a minimum of 20 years of engineering experience.
Required Knowledge and Skills:
- Chartered or Licensed Professional Engineering (PE) license or equivalent
- Minimum 10 years’ prior experience managing large motorway projects with multi-disciplinary engineering teams.
- Prior experience interfacing with Client on Prime Contract obligations and change orders
- Proficient in negotiation for dealing with design consultant and contractor representatives.
- Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction of motorways.
- Practical work experience sufficient to demonstrate competence and breadth in highway engineering design and knowledge of industry/regulatory codes and standards and design criteria pertinent to Highway design
- Excellent communications and interpersonal skills.
