Project Overview:

Bechtel currently manages the Mobile Launcher 2 project at Kennedy Space Center, FL. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

Job Summary:

In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.  #LI-CL1 

Major Responsibilities:

  • Provide technical direction and assistance to Electrical Superintendents and crafts.
  • Supervise and coordinate work activities of electrical field engineering staff if assigned.
  • Support Field Supervision and craft personnel with material and technical documentation for permanent plant and temporary construction installations.
  • Perform inspections of all electrical work in progress on a continual basis and complete final checkout of electrical installations to ensure quality and conformance to specifications, codes and standards..
  • Perform takeoffs and initiate and track material requisitions for electrical commodities.
  • Assist with the technical coordination of the lock-out and tag-out program activities.
  • Assist construction supervision in planning construction methods and procedures.  Coordinates engineering or construction problems with superintendents
  • Interpret design engineering drawings and prepares construction working drawings for the use of superintendents for temporary construction facilities, field sketches of revisions and additions and related vendor drawings/installation drawings.
  • Track commodities on quantity tracking systems
  • Prepare field change notice, non-compliance notices
  • Monitor and verifies installation of materials and equipment to assure conformance with issued drawings and specifications.
  • Coordinate with Engineering to resolve drawing issues.
  • Inspect temporary power materials during the receiving process to insure they meet project standards and drawings.
  • Coordinate and inspect subcontractors work in the electrical field.

Education and Experience Requirements:

  • Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
  • Working knowledge of construction operations (including production and cost management, scheduling, and forecast development). Knowledge of the phases of project scoping, planning, and execution relating to the construction of electrical discipline works.
  • Working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs) affiliated with E&I scope.
  • Familiar with current industry quality standards such as ISO9001 or AS9100. Good working knowledge of current electrical design codes and standards such as IBC, NEC, NFPA, and others.
  • Recent experience as an Electrical Field Engineer on a direct-hire project.
  • Knowledge of Bechtel’s “Zero Accidents” safety program.

Required Knowledge and Skills:

  • Determines the technical requirements for the electrical and instrumentation (E&I) scope of work, and coordinates with Engineering on constructability issues.
  • Monitors work activities and ensures the technical adequacy and quality of the work performed. Develops discipline construction work packages to ensure timely deliverables (material, inspection records, packages, etc.) to the field personnel.
  • Directs the preparation of quantity listings of field purchased material and equipment.
  • Initiates requisitions for field purchases.
  • Supports the E&I Superintendent with the preparation of schedules, reports, forecasts, construction progress, and quantity verification while monitoring budget and developing construction work processes to support E&I scopes of work.
  • Provides direct and timely support to General Foremen, Foremen, and Construction Professionals to assure that work progresses in accordance with the project schedule.
  • Prepares and coordinates technical change documents (field changes, etc.) with responsible engineers.
  • Coordinates and resolves material and equipment issues with Procurement.
  • Monitors and reports plan to ensure timely delivery of construction materials and equipment.
  • Ensures that proper warehousing and storage exists to ensure appropriate environmental protection.
  • Prepares construction drawings and schedules. Prepares design of temporary construction facilities and ensures assigned "as-built" drawings and other job plans are kept current.
  • Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, and technical data to assist and advise on‑site.
  • Analyzes assigned activities to determine the scope, time, and resource requirements.
