Project Overview:

Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower’s Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier, and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power.

Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE Program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades.

Job Summary:

Assigned to the Construction organization as the Project Field Quality Control Engineer (PFQCE). Responsible for the organization, process/procedures, and direction of Construction Field Quality Control Engineering and support staff. The PFQCE reports directly to the Construction Site Manager and is responsible for all Quality Control Field Engineering activities for the project. In this role, you will manage a team and provide quality control leadership for safety and quality control including material verification, technical inspection and testing, and administration of surveillance and inspection program over subcontractors. Your oversight will ensure quality control activities are performed safely, are complete, and conform to quality standards and project requirements. #LI-CL1

Major Responsibilities:

  • Manages the multi-discipline nuclear quality control program, processes and procedures, for the project to ensure compliance with project, code, and corporate compliance.
  • Develops Quality Control Engineering organization structure with input from the Construction Site Manager including staffing plans and employee requisitions.
  • Administers the project’s Quality Control Certification and training.
  • Performs all personnel evaluations for quality control engineering and support staff.
  • Ensures the quality control engineering and support staff are developing skill sets that align with Bechtel’s and the individual’s career goals for growth.
  • Manages and coordinates all activities within the area of responsibility, interfacing with other operating sections of the jobsite.
  • Leads Quality Control Engineers and collaborates with other construction departments to maintain compliance with contracts, industry and government standards, project specifications, and established quality criteria.
  • Directs the activities of a multi-disciplined Construction Quality Control organization, overseeing quality control and inspection operations of assigned staff.
  • Ensures procedures align with Bechtel functional requirements and coordinates functional approvals.
  • Generates site specific quality control procedures as required to assure construction operations conform to engineering design and specifications and unique customer or regulatory requirements as applicable.
  • Ensures the performance and documentation of quality control inspections for construction activities and installations.
  • Responsible for the administration of the project’s measuring and testing equipment program, ensuring proper calibration and compliance.
  • Reviews subcontractor documents for compliance with project quality control requirements.
  • Administers the surveillance inspection programs over subcontractors to ensure conformity to project specifications and standards.
  • Oversee the project’s nonconforming and deficient items program.
  • Provide guidance and support to various levels of the project organization regarding construction quality control programs.
  • Participate in major contract discussions and negotiations related to quality control activities.

Education and Experience Requirements:

  • Requires bachelor’s or master’s degree and 13-15 years of related experience, or 17-19 years related experience.

Required Knowledge and Skills:

  • Must have knowledge of all phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.
  • Must have direct hire execution experience on projects of $300M or greater.
  • 5 years supervisory experience.
  • Prior experience with Nuclear Power plants, DOE or DOD projects. Prior U. S. Government construction experience as a Project Field Quality Control Engineer or Deputy Project Field Quality Control Engineer.
  • Must have working knowledge of design codes and standards, e.g. IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others, as well as nuclear quality assurance (NQA-1) and commercial practice standards.
  • Preferred experience as a manager of a multi-disciplined construction quality control organization on a large project.
