Project Overview:

  • Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. 
  • Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day.   
  • Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. 
  • Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.

 

Position Summary:

The Workforce Services Manager is responsible to provide leadership to the Workforce Services team in the establishment, implementation and administration of Project Workforce Services systems & procedures, in accordance with the Project’s Workforce Services Strategy.

 

This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1.

 

About the role:

The Workforce Services Manager is principally responsible for:

  •  Understanding and personally complying with Project environmental, safety and health philosophy, systems and requirements.
  • Pro-actively supporting the implementation of the Project’s environmental, safety and health systems by:

          - Attending STARRT and Tool Box meetings;

          - Immediately correcting observed breaches, unsafe acts or conditions;

          - (In the event that correction is not possible) Reporting observed breaches, unsafe acts or conditions;

  • Lead by example.
  • Leading the Workforce Services team in the establishment, implementation and administration of Project Workforce Services systems & procedures including:

          - Bechtel manual craft recruitment, selection, employment;

          - Site access control (security);

          - Accommodation & catering services;

          - Training (manual craft; supervisory leadership skills; inclement weather; departmental systems) & continuous improvement;

          - Mobilisation / orientation process;

          - Performance Management & Communication program;

          - Project Transportation (bussing and flights);

          - Provision of advice in the development of the manual craft payroll system, ongoing interpretation of the Workplace Agreements for payment purposes;

          - Workplace Agreements & supporting systems including counselling / discipline, probation assessment & performance evaluation;

  • Industrial risk mitigation, including: development of industrial relations conditions for subcontracting; subcontracting strategy; industrial action contingency planning.
  • Development & implementation of systems to minimise (industrial) risk associated with subcontracting the works & interface with Client contractors.
  • Ongoing identification of industrial risk & recommendation of risk mitigation strategies to the Site Manager & Project Superintendent.
  • Ensuring Project supervision is knowledgeable of & trained in Workforce Services systems.
  • Provision of necessary support to Project supervision in application of Workplace Agreements.
  • Scope of work development, subcontract evaluation & direct supervision of Workforce Services staff in relation to subcontracts in connection with the Workforce Services function – Accommodation, Caterer; MEFS Provider; Project Transportation; Industrial Adviser.
  • Leading the Workforce Services team in accordance with Project & Bechtel policies and procedures.
  • Production of weekly (and other) reports (e.g. historical, statistics, issue logs, etc) for Site Manager & Project Superintendent.
  • Other tasks as designated by the Site Manager.

 

What you bring:

The Workforce Services Manager shall be knowledgeable and/or experienced in:

  •  Major project construction Employee / Industrial Relations in a unionised environment.
  • Ability to liaise with site non-manual personnel – all departments – to ensure effective implementation of Workforce Services systems.
  • Working knowledge & understanding of Bechtel industrial / employment / accommodation / security / training / manual craft employee systems and their implementation. 
  • Must have the right to work in Australia and Union experience preferred

 

Additional Information: 

This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).

The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site. Mobile phones and other personal electronic devices – i.e. wireless headphones, iPads, smart watches - are also not permitted on site.
