Project Overview:
Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day. Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.
Job Summary:
Bechtel is seeking a Workforce Services Administrator to join the Pluto Train 2 Project team, based in Karratha WA. The Workforce Services function is comprised of several functions including, Employee and Industrial Relations, craft professional Recruitment, Transport, Camp Management, Site Access Control (Security) and professional craft Training. We seek to optimise our professional craft performance whilst minimizing industrial risk. The Workforce Services Administrator supports the Workforce Services function, working closely with the broader team and implementation of the Workforce Services strategy.
Major Responsibilities:
- Understanding and personally complying with Project environmental, safety and health philosophy, systems, and requirements.
- Proven ability to maintain confidentiality of sensitive craft professional personnel files, queries, and information.
- Complies with Bechtel and Workforce Services department policies and practices
- Assist in coordinating meeting arrangements and catering services for department functions
- Support the broader administrative team in ordering office supplies and maintaining a supply cabinet
- Publish, translate, and distribute department bulletins throughout office crib and ablution facilities.
- Performs data entry into Workforce Services Systems such as Training / Accreditation / Qualification and Performance Evaluations.
- Supports new hire mobilisation and orientations
- Assist in development and deployment of site orientation induction and onboarding materials and SME VOC scheduling
- Assist with collection of information and data in support of Workforce Services specific task/activities
- Assists in maintaining filing system for project files, including legal correspondence, verifications, and other documentations
- Badging New Starters and Facilitating mobilisation PPE and reissue PPE as required.
- Create, maintain and archive employee training files (including scanning and filing)
- Collecting, verifying, uploading, and entry of qualifications and competencies for New Starters post mobilisation
- Print, collate, maintain CTO (energised tool assessment) materials
- Maintain accurate training, VOC, CTO records
- Ensure all training related materials and resources are up to date and accessible.
- Serve as the primary point of contact for VOC enquiries
- Running reports on training, VOC activities / compliance
- Scheduling VOCs, off site training
- Maintaining rosters, requesting flights & accommodation, leave requests and TAFE blocks for apprentices
- Tracking of employee’s competencies and renewal periods to maintain current and accurate compliance based documentation e.g. HRWL, Working at Heights & Confined Space Entry
- Provide support to the inductions administrative processes and SME VOC scheduling
- Liaise with multiple construction departments and HSE
- Other tasks as designated by the Workforce Services Manager.
Qualification/Job Requirements:
- Minimum 5 years working in an administrative capacity, supporting functions such as Training / HSE, Human Resources or People and Culture.
Required Knowledge and Skills:
- Administrative assistant or Industrial project support experience
- Intermediate knowledge of Recruitment and Onboarding systems
- High level of administration skills/experience including: data entry, preparing correspondence, MS Suite – Outlook, Word & Excel (SAP is desirable)
- General understanding of records management (for example Aconex or Teambinder) and processing requirements in a construction environment.
- Solutions focused with excellent verbal and written communication skills
- Maintaining project or departmental filing systems
- Proven time management skills and team oriented
- High attention to detail and compliance orientated
- Be highly organised and task oriented with the ability to deliver on multiple priorities

Additional Information:
This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).
The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site.
This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1.
