Project Overview: 

Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day. Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.

 

Job Summary:

The Subcontracts Administrator is responsible for the formation, award and administration of less complex subcontracts in accordance with established project procedures and corporate guidelines. This position supports the overall subcontracting strategy through effective coordination, negotiation, and contract execution. This role involves collaboration with internal stakeholders including Engineering, Construction, Commissioning & Startup (CSU) and Project Controls to ensure subcontract compliance with scope, schedule, cost, and quality requirements.

 

Major Responsibilities:

Subcontract Formation

  • Prepares and maintains bidders’ lists; conducts supplier prequalification.
  • Develops Request for Quotation (RFQ) packages in coordination with functional groups.
  • Issues RFQ packages to qualified bidders and manages the clarification process.
  • Coordinates and participates in pre-bid, bid clarification, and pre-award meetings.
  • Receives, opens, and conducts commercial evaluations of bids.
  • Prepares Commercial Bid Summaries and recommendation for award.
  • Leads or supports negotiation of subcontract terms and pricing for assigned packages.
  • Secures required approvals in accordance with Supply Chain procedures.
  • Prepares and conforms subcontract documents for execution.
  • Organises and leads kick-off and other contractual meetings as required.
  • Prepares and issues meeting minutes and action logs.

 

Subcontract Management

  • Implements the subcontract management tasks as defined in the Supply Chain Assignment Schedule and applicable Standard Work Process Procedures.
  • Maintains continuous oversight of assigned subcontract performance, reporting on schedule, cost, and technical compliance.
  • Coordinates with internal stakeholders to manage operational activities impacting subcontractor obligations and performance.
  • Negotiates and processes subcontract changes of low to moderate complexity.
  • Prepares and maintains meeting notes, status reports, performance summaries, and other documentation for internal distribution.
  • Supports resolution of subcontractor claims and facilitates subcontract closeout process.
  • Utilises digital tools such as Digital Supply Chain platform, Unifier and Aconex to manage subcontract workflows.

 

Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) in business, supply chain, engineering, or related field.
  • 5-8 years of relevant experience in subcontract formation and/or administration, or 9-12 years of relevant professional work experience in lieu of a degree.
  • Prior experience support large-scale infrastructure or EPC projects is preferred

 

Required Knowledge and Skills

  • Strong understanding of subcontract formation and administration principles.
  • Demonstrated ability to develop RFQ packages and manage bid evaluations.
  • Experience in contract negotiations, including commercial terms and conditions.
  • Proficiency in coordinating with cross-functional teams (Engineering, Construction, CSU and Project Controls).
  • Effective communication and interpersonal skills.
  • Familiarity with digital supply chain tools and data systems.

 

Additional Information:

This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).

The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site. Mobile phones and other personal electronic devices – i.e. wireless headphones, iPads, smart watches - are also not permitted on site.
