Project Overview:

Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source. 

 

Job Summary:

The Senior Instrumentation and Control System Field Engineer will report to the Lead Instrumentation and Control System Field Engineer. This individual is responsible for providing technical assistance, direction, and support to field supervision for construction and installation activities, coordinate with other disciplines for vendor package instrumentation equipment and materials. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift. 

 

Major Responsibilities:

  • Performing inspections and initiating supporting documentation for all discipline system installations and pre-commissioning activities on an ongoing basis. 
  • Providing support to field supervision in establishing requirements for workforce, tools, equipment, and material requirements for a given work evolution.
  • Preparing short- and long-term schedules, and interfacing with the superintendents and other discipline field engineers.
  • Executing field material takeoffs from "Issued for Construction" drawings.
  • Providing input to the quantity tracking applications and reporting on weekly installed quantities to Project Controls.
  • Preparing field material requisitions for equipment and materials, and monitoring status of purchase orders and deliveries.
  • Trouble-shooting the design, resolving issues with engineering and/or fabricator using formal field documentation processes.
  • Ensuring all installations are per latest revisions of design drawings, specifications, standards, and codes.
  • Acting as point of contact for coordination and resolution of all technical issues related to select contractors on site who provide technical services for the execution of the permanent plant instrumentation scope of work.
  • Completing and verifying quality documentation per inspection and test plans.
  • Completing final system walk-downs, deficiency tracking and close-out.
  • Completing and reviewing as-built documentation.
  • Monitoring actual work performance compared to the project budget and schedule.  
  • Co-ordinates with engineering on constructability and design issues and monitors the interfacing between the construction automation plan and the project controls program at the jobsite.
  • Establishes a Design/Field Engineering working relationship and lines of communication with the Lead Instrumentation and Control System Field Engineer and Lead Electrical Field Engineer including agreement on engineering deliverables.
  • Reviews and provides input to project controls documents on progress relating to cost and schedule, and material receiving reports and warehousing to assure delivery of correct materials.
  • Plans and recommends procedures to be implemented by construction contractors to ensure construction and pre-commissioning operations are within requirements of engineering design and specifications.
  • Maintenance of construction engineering records for job history. Supervises the receiving, distribution and filing of plans and specifications.
  • Works with resident engineering and operating personnel to co-ordinate construction activities.
  • Coordinate with Vendor Representatives for all activities relative to Loop Testing, site acceptance testing (SAT).
  • Coordinate daily with all the I&C team members relative to daily tasks and provide support to construction and CSU as required.
  • Coordinate field instrument technicians to provide field instrumentation support for construction and pre-commissioning.
  • Provide resolution to technical questions arising with field instrumentation and 3rd Party packaged systems and ensure compliance with management of change procedures for corrections and engineering changes during construction, commissioning and startup phases.

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience​ 

 

Required Knowledge and Skills:

  • Technical knowledge of all phases of instrumentation construction engineering relating to a single or multiple area.
  • Preferred experience working on any of the following systems will be favourably considered: Metering Packages Analyser Packages Baker Hughes Gas Turbi12e Compressor / Turbo Expander packages Other Compressor packages e.g BOG, Regen, Air Thermal Oxidiser packages Inlet Air Chiller packages Gas Turbine Generators General field instrumentation – level, flow, pressure, temperature Modbus Interfaces Honeywell Experion DCS Schneider Tricon Safety Systems Allen Bradley PLC 
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Experience in inspection and certifying instrument (bulks/commodity) installation by contractors.
  • Experience in brown field work & loop testing.
  • Knowledge of Australian standards and specification and codes as applicable, including various safety procedures and practices associated with the construction activities.
  • Familiar with Bechtel's Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel's "Zero Accidents" safety program.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
