Local and Indigenous Content Supply Chain Specialist

Project Overview:

Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. 

Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day.   

Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2.

Position Overview:

Ensures the Pluto Train 2 Project’s Social Performance obligations specific to the Supply Chain are implemented throughout in a manner that will deliver Bechtel a positive legacy within the regions in which it works. Communicates with Supply Chain leads around obligations, strategies, and opportunities to develop local and indigenous capability in the Pilbara region, providing specific consideration to the Murjuga Aboriginal Council (MAC). Monitors Project Modern-day Slavery compliance and coordinates AIPP and Local Content reporting obligations. Provides training in areas of responsibility to Supply Chain participants throughout global offices and audit compliance. Works to build understanding and capability of MAC businesses, maintains a continuing review of the progress of each MAC and Indigenous business, provides management with information regarding any scope, budget, financial, legal or technical difficulties. Represents the company at all times with high moral standards and ethics. Supports supply chain on an as needed basis including subcontracts and field procurement requirements.

  

What you bring:

  • Maintains an active and up-to-date working knowledge of the Prime Contract Scope requirements of areas of detailed responsibility, liaise with Prime Contract Manager where areas of concern are identified, provide guidance to Supply Chain leads regarding matters of responsibility.
  • Develops and delivers compliance reporting for the Local Content Workbook, AIPP and Modern-day Slavery compliance in accordance with the requirements and deadlines defined in the prime contract.
  • Develop and deliver project specific training on areas of responsibility to Supply Chain and other team members as necessary.
  • Maintains engagement with the Industry Capability Network of Western Australia (ICNWA) to ensure compliance with supplier advertising opportunities in accordance with the Australian Jobs Act (2013).
  • Works with the Social Performance Manager to ensure advertising of scopes of work for MAC and Pilbara Indigenous business through the appropriate mediums.
  • Maintains a working understanding of Bechtel Corporate Human Rights policies and ensures that the Pluto Train 2 project maintains compliance accordingly.
  • Works directly with MAC and Local Indigenous businesses to assess capability, facilitate opportunity to participate on Pluto Train 2, provide coaching on how to do business with Bechtel, promote achievements and support grievance resolution.  Once awarded opportunities, liaises and assists in preparation for mobilization and completion of deliverables.
  • Coordinates with Construction, Engineering and Support Services staff to provide counsel on how to structure scopes of work to encourage participation of MAC, Indigenous and Local Business.
  • Ensures reporting obligations for suppliers and subcontractors are included in Purchase Orders and Subcontracts are up-to-date and understood.
  • Solicits supplier and subcontractor reporting obligations and aggregates into project aggregate reporting.
  • Prepares and maintains control and status reporting documents.
  • Represents Bechtel in discussions of moderate complexity.
  • Effectively communicate (written and oral) with all stakeholders. Maintain key written records for matters relating to interfaces with MAC.
  • Attends, participates in and supports the coordination of supply chain activities and events.

 

About you:

  • A Bachelor degree in Law, Business or Management is preferred but not a reason for disqualification.
  • Knowledge of service acquisition and procurement regulations, policies and practices.
  • Demonstrated experience working with local and indigenous businesses in senior Supply Chain roles. Western Australian experience preferred.
  • Working knowledge of engineering/construction industry contracting practices.
  • Experience in developing contract types (including LSTK, T&M and UR), fee arrangements and contract terms.
  • Experience in developing and recommending potential solutions to matters of responsibility to management.
  • Strong organization and communication (oral and written) skills, professional and proactive approach to mitigation of contract administration challenges and inherent business risks.
  • Knowledge of developing and implementing strategies for negotiations utilizing accounting or cost engineering methods gained through education or experience.
  • Knowledge and understanding of the project functional groups and company policies, procedures and work practices, as well as associated software systems.
  • Minimum 10 years experience in the EPC industry
  • Minimum 5 years in Senior Supply Chain roles (i.e Purchasing or Subcontract Administration and/or Supervision)
  • Proficiency in all phases of the formation and award of large, moderately complex contracts and/or purchase orders.
  • Understanding of the Australian Jobs Act and Australian Fair Trading Act and the Australian Modern-day Slavery Act 2018.
  • Ability to travel frequently to the jobsite and work in a camp environment.

 

Additional Information 

This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).

The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site. Mobile phones and other personal electronic devices – i.e. wireless headphones, iPads, smart watches - are also not permitted on site. 

 

This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1.
