Project Overview:
Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day. Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.
Major Responsibilities:
- Oversees and maintains the project HSE Programs and procedures in accordance with Bechtel HSE Procedures and Core Processes, client requirements, and all applicable government HSE regulations with the Pre-Commissioning, Commissioning and Startup (PCSU) program
- Provides technical support to PCSU safety studies, health assessment studies, and project risk assessments.
- Maintains relationships with internal organizations (e.g., engineering, construction, systemisation, and subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of safety functional responsibilities into project proposals, design specifications, plans and schedules, and operations with the PCSU program
- Conduct risk assessments and hazard identification specific to PCSU phases, including testing, purging, cleaning, and systems energisation.
- Verify implementation and use of Job Hazard Analysis (JHA) and Permit to Work (PTW) systems for all PCSU activities.
- Review simultaneous operations (SIMOPS) plans to mitigate risks from overlapping activities.
- Assist with the proper implementation of PCSU specific environmental management requirements (e.g., air quality, water discharge, noise control).
- Develop, implement, conduct, and communicate results of site / task-specific PCSU compliance audits and inspections.
- Collaborate with field supervision to ensure vendors, technical representatives, and subcontractors follow approved HSE policies, procedures, and training requirements.
- Report HSE performance metrics to management, including near-misses, incidents, and lessons learned.
- Recommend/Implement lessons learned from similar projects to enhance PCSU performance.
- Executes all other HSE duties as assigned by HSE management.
Education and Experience Requirements:
- Bachelor of Science degree from an accredited university in the sciences (e.g., biology, chemistry, physics, public health), mechanical engineering, or a related field with 10 years of related experience in HSE. in lieu of a degree at least 19 years of professional experience
- General Construction Safety Induction (White Card)
- Certificate IV in Assessment and Workplace Training preferred
- Pre-Commissioning, Commissioning and Startup (PCSU) experience with LNG plants is preferred
Required Knowledge and Skills:
- Knowledge of process safety procedures, process engineering systems, principles, and methodologies.
- Knowledge of national safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution
- Knowledge of engineering and construction systems, methods, and work processes
- Experience in managing and/or providing technical oversight of safety and/or health.
- Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety processes and procedures
- Advanced knowledge in a field of science, process engineering, or related discipline
- Knowledge of Bechtel standard computer applications preferred
- Knowledge of Bechtel’s organization structure, functions, and administrative procedures preferred
- Skilled in oral and written communication
Additional Information:
This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).
The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site.
