Project Overview:

Pluto Train is the expansion of a second LNG train at the existing Pluto LNG onshore facility. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~ 225 Terajoules per day. 
On 1 January 2022, Woodside issued Full Notice to Proceed (FNTP) to Bechtel (Western Australia) Pty Ltd and Bechtel International, Inc (Bechtel) for the Pluto Train 2 Project Engineering, Procurement and Construction (EPC) scope of work. Woodside is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.

 

Position Summary:

The position will be responsible for the sourcing, forming administration and expediting of Field purchase orders and forward purchasing agreements supporting the Pluto project site in Karratha, Western Australia. Co-ordinates with Field Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups to maintain good commercial standing and ensure on time delivery of materials and consumables required to support the direct and indirect construction activities on the Project. 

Reports to the Field Purchasing and Expediting Supervisor for operational guidance. Prepares bidder pre-qualifications, bidder lists, negotiation plans, bid solicitations, bid analysis, award recommendations and commitments, including aspects of purchase order administration.

 

Major Responsibilities:

  • Communicates with suppliers and project personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
  • Understands and executes work in accordance with the project sourcing strategy, compliance to the Project’s Approved Vendors List, project financing considerations, and respective tariff and quota risk.
  • Accountable to ensure appropriate approval authorities are obtained prior to executing commitments. Accountable to the project schedule to include planning and executing own work during the pre-award phase of purchase orders and post award administration of procurements.
  • Responsible for assigned orders from development through closure, to include engagement with other disciplines on purchase requisition development, the acquisition and delivery of purchases, and order closeout; to include supporting management of backcharges and claims.
  • Prepares and organizes assigned Procurement-sponsored meetings, such as bid clarification and post-award meetings, for ensuring complete understanding and agreement between Bechtel, the customer and supplier on all purchase order matters for assigned packages.
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules. Expedites the on time delivery of goods purchased in line with schedule requirements.
  • Attends project status meetings, when requested, and reports status of area of responsibility.
  • Responsible to maintain supplier relationships with supplier’s project personnel executing orders to ensure performance of the work. Is familiar with the project’s estimate baseline for assigned packages and identifies respective Trends, as required.
  • Accountable for integrity of records management for assigned work.  

 

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.

 

Required Knowledge, Skills, and Abilities:

  • Maintain supplier relationships with supplier’s project personnel executing orders to ensure performance of the work.
  • Ability to work with engineering, construction and the other procurement team members.
  • Proficiency in negotiating terms and conditions with suppliers.
  • Understanding of EPC procurement activities.
  • Understand how to support project schedule
  • Good oral and written communication skills regarding technical and production matters with both project and supplier personnel.
  • Demonstrated knowledge of the legal and commercial aspects of global procurement of equipment and materials.
  • Good knowledge of general business practices and administrative procedures.
  • Proficient in organizing tasks for completion by an agreed deadline.
  • Knows how to deal professionally with suppliers and project personnel.
  • An understanding of production steps and methods.
  • Thorough understanding of materials and equipment being expedited.

Additional Information:

This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).

The Pluto Train 2 Project is a Major Hazard Facility meaning this is a non-smoking site and no tobacco products – i.e. cigarettes, vapes, lighters, tobacco - are permitted to be brought to the site.  

This position is available to both local and non-local personnel. For non-locals (FIFO/DIDO), the working roster is 3/1.
