Technical Quality (QA/QC) Engineering Manager

Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Saudi Arabian Royal Commission for the last 30 years. We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, contract and procurement management, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. 

 

Projects we are actively involved with in Jubail include: new residential communities, petrochemical industrial zone site preparation, various commercial buildings and structures, mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more

Detailed Job Description:

The Technical Quality Manager (TQM) leads a multi-discipline team with the primary responsibility of reviewing third-party designs for compliance with the Royal Commission standards and the requirements of the specific design tasks.  The team also reviews whether the design is fit for service, and will concur with dispositions of change requests during construction. 

 

In addition to these primary functions, the TQM is responsible for maintaining engineering procedures, standard drawings and specifications, and the training of junior Saudi National engineers via both formal and on the job training through discipline Chief engineers and leads.  Specific responsibilities include:

 

  • In conjunction with discipline lead engineers and specialists, take responsibility for the review on all engineering designs, calculations and drawing packages prepared by A/Es.
  • Report to the Manager of Engineering the performance of engineering disciplines and establish metrics to demonstrate continuous improvement.
  • In conjunction with the Manager of Engineering and the discipline lead engineers develop resource planning and ensure correct staff and skill match for technical quality control of all AE design packages.
  • Ensure a commercial/ contractual sense is developed within Engineering discipline review team by developing processes that balance technical risk, cost and schedule issues.
  • Provide oversight for all the discipline supervisors, follow up on design review schedule and deliverable milestones and manage group resources.
  • Prepare and monitor a program for continuous improvement of technical quality of engineering work through Six Sigma initiatives, on-the-job knowledge transfer and organized training opportunities.  Support and monitor the preparation and distribution of project lessons learned.
  • Monitor the timely resolution and quality of response of Technical Queries (TQs) and Technical Submittals (TS) assigned to Engineering and review of Design Change Notices
  • Develop and maintain design specifications, guides, standards, and work processes to ensure best in class processes are applied to all work practices.
  • In conjunction with Area Engineering Managers and Project Engineers ensure that all design submittals from AEs have met acceptable standards of Quality Assurance and Quality Control.  Ensure discipline engineers and AEs understand and apply the principals of software verification and validation.
  • In conjunction with Area Engineering Managers and Project Engineers ensure adherence to project ESH programs are incorporated into designs and that constructability and operability design workshops are carried out.
  • In conjunction with Area Engineering Managers and lead discipline engineers engage and coordinate Quality Audits of design work processes for all AEs.
  • Conduct internal audits and surveillances of RC Engineering compliance to Jubail Management Procedures and facilitate responses to findings.
  • Lead the response to audit findings from functional audits of Engineering Department by Bechtel Quality Manager and initiate changes as needed.

 

Qualifications/Experience:

 

Essential Technical

 

  • College graduate with BSc or BEng in Engineering
  • Extensive design experience and involvement in coordination of multi-discipline designs
  • Understand and adapt industry standard design procedures and be able to explain and communicate them with clarity in both written and verbal form.
  • Knowledge of Engineering software applications as related to the design of civil infrastructure and buildings including, but not limited to:  Autodesk suite of CAD and analysis tools.  Ensure discipline engineers and AEs understand and apply the principals of software verification and validation.
  • Familiarity with Quality Management Systems based on ISO:9001 standards as applied to engineering design.
  • Familiar with industry standards and codes as relates to his own field.
  • Understands the roles played by other departments on engineering and construction management projects, including construction and safety practices.
  • Management of design production by external design entities
  • Management of design production by self-perform team

Preferred Technical

 

  • Degree in Civil Engineering
  • Exposure to BIM processes, including designing projects using BIM platforms to deliver design packages. The preferred BIM package is Autodesk Revit.
  • Managing engineering performed by external architect/ engineer firms, including managing quality of deliverables
  • In depth understanding of the roles played by other departments/ ability to converse/ provide direction at a high level regarding engineering and construction management projects, including construction and safety practices.
  • Experience performing/managing quality audits
  • Experience managing multi-discipline teams
