Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary:
In this role, you will conduct field investigations and client interviews to determine work scope and cost estimates for a project’s civil/structural aspects. You will lead design, development, modification, evaluation, and constructability reviews of civil/structural components and processes. Your technical expertise will ensure the unique and complex requirements of a project’s civil/structural aspects are met.
Major Responsibilities:
- The candidate will be responsible, on behalf of the Royal Commission (client), for reviewing the hydraulic models (e.g. WaterGEM, SewerGEM, ICM, HEC-RAS, HEC-HMS, SWMM), site design packages, providing guidance; checking and ensuring that A/E firms are carrying out the design as per applicable codes and standards.
- The responsibilities include also providing the assurance that the Royal Commission (client) technical requirements are respected in the design and that the optimum designs are achieved.
- The Candidate may represent the client in technical meetings, Value Engineering analysis, Constructability review meetings, Interdisciplinary Design Workshops and is also expected to provide some technical support during the construction phase (DCN’s, RFI’s, TQ’s, FCD’s).
Education and Experience Requirements:
- University/College graduate with BS in Civil Engineering or related.
- 8-10 years professional engineering with experience in Civil Engineering Design related work on large industrial and infrastructure jobs with emphasis in hydraulics.
- Strong background in water distribution systems and wastewater collection systems.
- Preparing, running & validating hydraulic models (WaterGEMS, SewerGEMS, CulverMaster, HEC RAS, HEC HMS or approved equivalent) for hydraulic systems including distribution networks for potable water, fire water, irrigation, wastewater and drainage collection networks.
- Adequate knowledge of AutoCAD, Civil 3D and Navisworks (BIM Delivery)
- Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline (water systems).
- Prior experience for designing and delivering of wet utility packages from perception to IFB documents.
- Reviewing A/E wet utility design packages
- Has the ability to work within a culturally diverse organization, recognizing and respecting differences.
Required Knowledge and Skills:
- Professional/Chartered Engineer
- Providing input for planning purposes on needed expansion in water and wastewater facilities to meet expected growth. Updating forecast curves for systems, based on development demand forecast
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved
- Reviewing proposed design for industrial wastewater submitted by the industries
- Strong background in pressure and gravity underground systems and pump station design
- Experience in pressure transient analysis and design of mitigation measures
- Preparation of detailed design and contract deliverables such as drawings, specifications, material take off, scope of work etc.
- Previous work experience in KSA
