Senior Telecommunication Engineer (International Assignment)

 

 

Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Saudi Arabian Royal Commission for the last 30 years. We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, contract and procurement management, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. 

 

Projects we are actively involved with in Jubail include: new residential communities, petrochemical industrial zone site preparation, various commercial buildings and structures, mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more

SUMMARY

 

The Senior Telecom Engineer (STEEng) is a member of the Core Team within the Management Services Contractor (MSC) Structure and has direct responsibility for Telecommunication and Security Systems designs, which are submitted by local A/E firms.

The STEEng is involved in the Procurement Process through review and approval of Equipment / Material Submittals and provides continuous Construction Support by reviewing Technical Queries (TQs), Field Change Designs (FCDs) and Design Change Notes (DCNs).

The STEEng supports the Chief Electrical Engineer for monitoring the telecommunication reviews, which are assigned to the Telecom Team and provides updating for the new technological trends, which can be included in the new telecom and security designs.

Preparing Scope of Work (SoW) for new telecommunication and security system designs is a key role performed by the STEEng, as well as, resolving technical issues with respect to those system designs.

The STEEng continuously monitors and trains the Junior Telecom Engineers in their assigned tasks.

 

 

JOB DIMENSIONS

 

A Supervision Received

  • Receives direction from the Chief Electrical Engineer
  • Receives functional direction from the Bechtel Infrastructure GBU Innovation Group.

 

B. Supervision Exercised

  • Ensure that effective communications are implemented and maintained throughout the discipline and to promote the interchange of information among both Junior and Senior Telecom Engineers.
  • Working alongside the Junior Telecom Engineers, whilst providing a high level of technical expertise to oversee the project design

 

C. Contacts

  • Works closely with the Chief Electrical Engineer:
  • Ensure the Telecom Review Strategy (TRS) is aligned and executed in alignment with the Project Execution Plan (PEP).
  • Assign the key roles on the Project identified in the TRS.
  • Ensure the implementation of the TRS for use across each stage of the Project.
  • Maintains continuous contact with all the different Discipline Chiefs, Project Engineers and Field Engineers, as well as, key  leads across RC departments such as IT, General Utilities Department (GUC)  ,  End Users of constructed facilities and Roads Department.
  • Works closely with the customer IT department in order to ensure all their requirements are considered in the different telecom designs.
  • Keep in contact with Saudi Telecom Company (STC) staff in order to get updating of   their specifications, standards and best practices for incorporate them into the project design documents. 

 

 

JOB DUTIES

 

  • The review of Design Consultants and main contractors design and drawing packages for major projects for copper and fiber-optic networks and associated hardware. 
  • Preparing innovative designs for the continuing expansion of the fiber optic distribution systems. 
  • Coordinate transmission and distribution of Saudi Telecom Company (STC) specifications, standards and practices and comments into project design documents. 
  • Supply design consultants with information for all design issues including network studies and interfaces. 
  • Provide support to Construction Department and disposition field changes. 
  • Review construction shop drawings and materials submittals. 
  • Prepare telecom design calculations. 
  • Use computer programs to perform analysis and design of telecommunication networks.
  • Support Investment Promotion Department by reviewing designs submitted by the industries. 
  • Continuously updating the status of telecommunication supply availability to the residential and industrial communities and provide solutions and alternatives to telecommunication supply routing and systems satisfying STC’s standards.
  • Provide technical assistance and coordination with other discipline engineers.
  • Working alongside the owner’s engineers, whilst providing a high level of technical expertise to oversee and review the project designs.
  • Ensure quality and accuracy for all the engineering design activities, system integration, and design selection performed by A/E firms and EPC Contractors.
  • Provide the required technical guidance to develop new specifications and update existing specifications in line with Customer requirements.
  • Influence Facilities and Equipment design optimization.
  • Participate in vendor prequalification, bid evaluation, and performance evaluation.

 

 

Essential Technical:

 

  • College graduate with BS in Electrical/ Telecommunication Engineering.
  • Proven experience in all Design Phases for major multidisciplinary EPC Projects (Pre-Feed, FEED and Detailed Designs).
  • Extensive experience in the design of Telecommunication and Security Systems for industrial and residential customers. 
  • Conversant with the practices and procedures of National Electrical and National Telecommunication authority.
  • Knowledge of international industry codes and standards (IEC, NEC, ANSI, IEE, ISO, NEMA, etc.)   
  • Engineering experience in the following fields of Telecommunications systems:
    • Outside Plant (OSP) - Telecom Ducts Networks
    • Fiber Optic Transmission Systems (IP/SDH/PDH)
    • Fiber to the Home (FTTH) and GPON Networks
    • Metropolitan Area Network (MAN) data networks and data equipment.
    • Structured Cabling System (SCS).
    • Local Area Network (LAN) and Wireless Local Area Network (WLAN)
    • Data Centers and Control Rooms
    • IP based CCTV System
    • IP based Telephone System
    • Public Address System
    • Intelligent Transportation System (ITS)
    • Intruder Detection Systems (IDS)
    • Access control systems (ACS)

 

Essential Behavioral:

Preferred Technical:

 

  • Chartered/ Professional Engineer preferred.
  • Experience in CISCO equipment and CISCO certification will be an advantage
  • Some field construction experience.
  • Knowledge about UHF/VHF, TETRA and Microwave Radio Systems
  • Experience in Home Automation and Smart City Projects.
  • Integration of SCADA, Fire and Alarm (F&A), BMS and Lighting Control Systems into the Telecom Network.
  • Experience of Professional Design Tools such as AutoCAD, TeleCAD, VideoCAD (CCTVCAD), Pathloos, Radio Mobile, Speaker System Design Software or similar ones.
