The Royal Commission for Jubail and Yanbu later asked the company to manage Jubail II, an $11 billion (2006-2016) expansion of the city’s industrial and residential areas. The project was expanded for a further five-years in 2016 with Bechtel’s work focusing on providing residential accommodation and education facilities - including a 18,000-student 'greenfield' university - as well as roads, bridges, medical centers, and power, water and waste facilities. 

 

Job Dimensions: 

Bechtel is seeking a Senior Staffing Coordinator. Reporting to the Human Resources Manager this role will manage staffing actions, worldwide mobilizations, and the international recruitment activity for the Jubail Project. Will work in coordination with Regional Talent Acquisition office in Riyadh and coordination for Jubail project staffing requirements. Ensures staffing processes are working effectively and uses Six Sigma principles to track and periodically review/update processes.

 

Job Responsibilities:

  • Supports all work function disciplines in preparing requisitions and obtaining client approval for new or replacement positions.
  • Performs quality control to ensure position number, grade, title, and employment status are correct and aligned with Bechtel’s internal structures.
  • Coordinates applicant screening and interview feedback as well as new hire updates with the Talent Acquisition Office in Riyadh.
  • Communicates directly with applicants to explain Jubail Terms and Conditions, life/living status queries, formulate and deliver job offers.
  • Develops and implements advertising for various countries of interest.
  • Receives, routes, processes, and tracks resumes forwarded to Jubail for review.
  • Maintain and track project data on applicant and new hire activity processes; provides regular reports to program management for performance evaluations.
  • Coordinates & manages the use of external staffing agencies to ensure recruiting targets are met.
  • Trains managers, supervisors and support staff involved in the recruitment and interviewing activities.
  • Performs induction/orientation to all new International Assignee, International Contract, and local Saudi National staff.
  • Coordinates the acquisition and allocation of Saudi Work Visas, as well frequent interaction and coordination of mobilization actions and Saudi residency processing with the Jubail Project’s Saudi Government Relations staff.
  • Frequent interaction with senior client & Bechtel management.
  • Draft internal communications on behalf of program management for obtaining client approvals for advertising, recruitment events, out-of-policy actions (ETP), and recruitment or training events.
  • Assists in facilitating training programs for project staff.
  • Periodic project policy and project management procedure review, revisions, and updates as necessary.

 

Essential Qualifications:

  • Minimum of a BA/BS degree in HR, Management, Business or related.
  • Several years HR experience, with significant years in staffing, preferably in larger corporate environments; experience in employee relations also desired.
  • High level of proficiency using Excel, Word, Outlook, PowerPoint (MS Office Suite)
  • Must be experienced with the practical application and management of job postings in Applicant Tracking Systems (ATS).
  • Experienced in the use large scale HRIS databases (SAP, TalentWorks, etc.).
  • Excellent communication skills required for writing original correspondence, reports preparation, presentations, and facilitation.
  • Able to work independently and in a team environment and demonstrate strong problem-solving skills.
  • Effective at communicating findings to employees of different language and cultural backgrounds.

Preferred Qualifications:

  • PHR/SPHR/GPHR or CIPD credential desired.
  • Effective team engagement and tactical skills.
  • Ability to work with different functions and nationalities
