Senior Quantity Surveyor (Engineering) - ( International Assignment)

Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Saudi Arabian Royal Commission for the last 30 years. We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, contract and procurement management, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. 


Projects we are actively involved with in Jubail include: new residential communities, petrochemical industrial zone site preparation, various commercial buildings and structures, mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more





  • The Senior QS role is office based within the Royal Commission Engineering Department, Quantity Surveying Department.
  • Leads the reviews of RFP/bid documents prepared by the Royal Commissions local AE design consultants.
  • Reviews technical content and coordination of design for engineering errors and omissions
  • Reviews the material take-off, bills of quantities and pay item descriptions in RFP documents and design change proposals for accuracy and completeness.
  • Provides QS team members with guidance and support and develops team performance metrics.
  • Provides guidance and training and transfers knowledge to Saudi National engineers
  • Receives direction on Project from Chief QS
  • Received functional direction from Bechtel Infrastructure GBU



Job Responsibilities


  • Coordination with Engineering Core Group disciplines for identification of scope errors, omissions and missing Pay Items.
  • Reduction of bidder queries, design errors and omissions, missing pay items
  • Development and standardization of the Royal Commission method of measurement, including training and coaching for Design Consultants
  • Review bid documents and change orders for contractual scope changes. 
  • Ensure proper monitoring, management and close-out of design review comments during the design review process.






Essential (Pass/Fail Criteria)




  • BSc in Quantity Surveying, Engineering or Construction from a Western University
  • Minimum ten (10) years of progressively responsible experience in construction industry with at least five (5) years’ experience as a Quantity Surveyor OR
  • Minimum ten (10) years’ of progressively responsible experience as a Quantity Surveyor.
  • Expertise in standard methods of measurement and quantity take-offs
  • Familiar with different BOQ Work Breakdown Structures and Pay Items




  • Excellent communication and interpersonal skills required
  • Coaching and mentoring skills required for knowledge transfer to colleagues and external design consultants’ QS staff to develop competency in standard methods of measurement and quantity take-off
  • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.






  • MSc in Quantity Surveying if undergraduate (BSc) degree is not Quantity Surveying
  • Minimum fifteen (15) years of progressively responsible experience with at least seven (7) years’ experience as Quantity Surveyor
  • Professional Engineer (P.E.) or Professional Membership (MRICS, MCIOB, AACE)
  • Familiar with CSI Masterformat Work Breakdown Structure and Composite Pay Items
  • Relevant experience on infrastructure based projects, such as site preparation, site development and highways as well as buildings projects
  • Knowledgeable in various construction fields – civil, structural, electrical, mechanical, telecommunications
  • Estimating experience is beneficial
  • On site in construction project experience is beneficial
  • Previous experience in supervisory role and/or coaching a team
  • Working knowledge of AutoCAD and standard Microsoft Office software applications Excel, Access, Word, and PowerPoint.
  • Previous experience with Bechtel and / or Middle East desirable




  • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
  • Ability to work within an integrated Client/Bechtel team at multiple levels of seniority
