Position Summary


Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 


Major Responsibilities:

The Senior Mechanical Engineer reviews and guides the Mechanical design and documentation for Royal Commission (RC) projects that are part of the growth and expansion of the Ras-Al-Khair Industrial City (RIC) in the Eastern Province.



  • Undertakes the review of design consultant’s and main contractor’s design and drawing packages for major projects, monitoring the engineering activity and overall project deliverables in terms of quality cost and time.
  • Provides an interface between RC Engineering and the other parties to resolve technical issues.  Provides support to Construction Department and dispositions field changes by reviewing FCD’s and issuing DCN’s.
  • Reviews and / or approves systems specifications, design concepts, control systems, technical calculations, technical specifications and technical drawings of the following mechanical systems for commercial, industrial, power substation, telecom and government facilities projects:
    • Mechanical equipment (Chillers, Cooling Towers, Pumps, Air Handling Units, Energy recovery units, Fans, VAV Systems, Piping and Ductwork Accessories, etc.).
    • HVAC, Fire Protection, Life safety systems and plumbing
    • Pump station across multiple utilities including potable water, fire water, sanitary and industrial waste water, sea water and chilled water.
    • Ductwork and piping systems (chilled water network, hot & cold water, vent, waste, compressed air, etc.).
    • Gas distribution.
  • Coordinates internal and external engineering activities and the interdisciplinary interfaces in close coordination with the discipline engineers and/or contractors.
  • Assists with on-site observations during construction and coordinates design requirements with contractors and equipment suppliers under the direction of project engineer.
  • Is knowledgeable with third party standards, procedures and approval requirements and coordinates 3rd party interfaces.


Skills and Qualifications:


Essential Technical: 

  • University/College graduate with BS in Mechanical Engineering.
  • Minimum 10 years’ experience in the hands-on design and design supervision of mechanical systems design including HVAC, fire protection and plumbing for commercial, industrial, power substation, telecom and government facilities projects.
  • The candidate should have a strong working experience in pump station design across multiple utilities including potable water, fire water, sanitary and industrial waste water, sea water and chilled water.
  • Experience with performing HVAC cooling load calculation using industry standard software and program.

Preferred Technical:

  • The candidate should have an extensive knowledge and experience in implementing the following codes & standards as minimum:
          ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning        
                 NFPA  (National Fire Protection Association).
                 IMC  (International Mechanical Codes).
                 IBC (International Building Codes).
                 IFC (International Fire Codes).
                 IPC (International Plumbing Codes).
                 ASME (American Society of Mechanical Engineers Standards)
  • Thorough knowledge of discipline engineering techniques including the detailed design of engineered systems, design calculations, specifications and drawing requirements.
  • Experience with Minerals Processing industries including one of more of the following: Aluminium (refining & smelting), Phosphate, Steel, Copper, Sulphur.
  • Use of a range of standard computer software applications for Mechanical Engineering analysis and significant experience with BIM / Digital Twin design processes.
  • Experienced in field construction and inspection of mechanical piping systems.
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
  • Understanding of international industry or regulatory codes and standards and design criteria
  • Demonstrated experience in conducting quality reviews of projects, in accordance with engineering procedures and instructions.
  • Commercial awareness of how engineering decisions affect total installed costs, schedule, operations & maintenance and how design changes within the discipline impact other disciplines and functions.
  • GCC experience.
