Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

Job Summary:

In this role, your technical expertise will ensure the unique and complex requirements of a project’s civil/structural aspects are met. 

Major Responsibilities:

  • Reviewing the design and providing guidance
  • Checking and ensuring Engineering Quality Design of independent Engineering firms that are carrying out the detailed engineering design of the site preparation and site developments within Jubail Industrial City.
  • Providing the assurance that the Royal Commission (client) technical requirements are respected in the design and that the optimum designs are achieved. 
  • The Candidate may represent the client in technical meetings, Value Engineering analysis, Constructability review meetings, Interdisciplinary Design Workshops and provide some technical support during the construction phase.

Education and Experience Requirements:

  • University/College graduate with BS in Civil Engineering or related
  • 8 to 10 years of relevant experience in Civil Engineering Design related work on large industrial and infrastructure jobs with emphasis in hydraulics
  • Strong background in water distribution systems and wastewater collection systems
  • Preparing computer models (water cad, sewer gems or approved equivalent) for hydraulic systems including distribution networks for potable water, fire water, irrigation and wastewater collection networks
  • Reviewing A/E wet utility systems design for packages
  • Reviewing existing water and wastewater design capacities vs. requirement for compounds and commercial lots developed by private investors
  • Has the ability to work within a culturally diverse organization, recognizing and respecting differences

Required Knowledge and Skills:

  • Professional/Chartered Engineer
  • Providing input for planning purposes on needed expansion in water and wastewater facilities to meet expected growth. Updating forecast curves for systems, based on development demand forecast
  • Understanding of the roles played by other departments on projects including basic construction practices and the economics involved
  • Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline
  • Reviewing hydraulic and system design by plant suppliers, for water and wastewater facilities expansion. Supporting investment department by reviewing proposed design for industrial wastewater submitted by the industries
  • Strong background in pressure and gravity underground systems and pump station design
  • Experience in pressure transient analysis and design of mitigation measures
  • Experience in water balance formulation and analysis (ie Goldsim)
  • Preparation of detailed design and contract deliverables such as drawings, specifications, material take off, scope of work etc.
  • Previous work experience in KSA

  • Multi-tasking skills while executing complex design reviews involving challenging complex systems together with reviews of unplanned tasks
  • Demonstrates making well thought out, timely decisions and prioritization that lead to successful outcomes. Includes the right people at the right time
