Safety Engineer (Saudi National)

Bechtel is seeking a Safety Engineer. The Safety Engineer reports to their Supervisor, Deputy ESH Manager & Project ESH Manager. Act as a coach & mentor to departments junior ESH engineers. Provide technical ESH supports to construction department and client contractors.

Works closely with the Project ESH Manager, Deputy ESH Manager & Supervisor to:

  • Maintains relationships with internal organizations (e.g., engineering, construction, and subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of safety functional responsibilities into project proposals, design specifications, construction plans and schedules, and subcontractor bid packages.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
  • Maintains contact with other safety personnel to keep them informed of changing requirements and to provide technical assistance as needed.
  • Maintains contact with customers to exchange information on safety issues, technical advances, and new technologies

Job Responsibilities:

  • Provides input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements.
  • Provides technical support to safety studies, health assessment studies, and project risk assessments.
  • Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and construction personnel as assigned.
  • Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite ES&H representatives during construction.
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost.
  • Drafts comprehensive ES&H plans, project specific risk reduction plans, safety awareness training programs, and technical reports.
  • Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
  • Conducts ESH inspections/assessments of project construction activities to monitor compliance with applicable ESH requirements including contractual commitments, permits, and the project’s ES&H plan.
  • Forms part of team on ES&H related incidents.
  • Prepare ESH training presentations, and deliver training sessions when required.
  • Review and comment on contractors Method Statements & Risk Assessments.

Essential Qualifications:

  • College/University degree in a subject relevant to Management of ESH, construction or engineering from an accredited college or university with minimum 8 years’ experience in construction industry.
  • Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.
  • Significant experience working with construction contractors to ensure related ESH standards are understood and complied with.
  • Provides technical assistance to other (less experienced) safety professionals assigned to projects and other project functions.
  • Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety (behavioral safety) processes and procedures.
  • Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to all levels of the organization.

Preferred Qualifications:

  • NEBOSH / International General Certification preferred (or similar internal recognized ESH certification).
  • Implementation and maintenance of the project ESH Management System in line with OHSAS 18001 / ISO45001.
  • Experience in managing and/or providing technical oversight of safety and/or health to contractors, subcontractors, consultants, construction engineers.
  • Experience in ESH inspections/assessments during construction.
  • Knowledge of national and international safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for safety and health compliance, and best management practices for minimizing potential safety risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
  • Ability to work within an integrated RC/Bechtel team at multiple levels from site worker level to Project Manager level
  • Demonstrated ability to influence key stakeholders to make critical decisions where required.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences
  • Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers in the field, cognizant of the different learning abilities to ensure key messages are effectively received.
