Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

Job Summary:

This Risk Management Lead role is a senior role responsible for managing the project risk management program on this exciting project. Responsible for guidance, support and SME technical expertise in project risk management (PRM) for the project across an audience of internal and external stakeholders. Managing and maintaining resilient customer facing relationships and strategically maintaining trust of project leadership, the role requires an influential, confident people person with the ability to drive focus on PRM, lead through encouragement and connect PRM with key interfaces across the project scope. 

The Risk Management Lead shall report to the Project Controls Manager.

Major Responsibilities:

  • Implement an effective and integrated system of risk management strategy: plan, processes, procedures, work instructions, etc. in line with international best practices and standards.
  • Maintain Risk and Opportunities statistics, monitor and report on Risk Management system effectiveness at both Project and Program level.
  • Support and monitor the implementation of the Risk function across Projects.
  • Facilitate and support risk and opportunity workshops across the projects
  • Facilitate risk workshops and advise on schedule/cost risk analysis.
  • Consolidate risks from Project level to Program & Portfolio level for overall review & reporting.
  • Report Risk Metrics and graphical displays including dashboards to Project Management.
  • Ability to work with limited supervision to meet multiple deadlines simultaneously under pressure.

Education and Experience Requirements:

  • Bachelors’ Degree in Engineering, Construction or Management with 10 to 13 years of relevant work experience or 14 to 17 years of relevant work experience in lieu of degree   
  • Knowledge of International Risk Standards e.g. ISO31000, PMBok, and associated standards e.g. ISO 9001, ISO45001, ISO14000, etc
  • Demonstrated experience in Qualitative Risk
  • Ability to support and perform Quantitative Schedule Risk Management (QSRA)
  • Experience facilitating risk workshops, risk reviews/ sessions.

Required Knowledge and Skills:

  • Excellent communication skills with multiple levels of Management Team player with ability to lead a multinational, multi-dimensional organization
  • High level of energy
  • Experience with the holistic approach of risk management on Portfolio and/or Program level. Experience and knowledge of all discipline’s risks during all Project stages from feasibility till handover e.g. procurement/contractual, QHSE, reputational Risks, etc.
  • Preferably previous experience with industry-standard software for risk management/analysis programs such as SAFRAN, ARM and @ Risk software
  • Ability to work with limited supervision to meet multiple deadlines simultaneously under pressure.
  • Strategic quick thinker with abilities to deliver messaging across all layers of the project team.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
