Project Overview: 

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 


Detailed Job Description

  • Support the maintenance of the organisations Business Continuity & Risk (BC&R) Strategy & Policy in line with significant Threat, Risk & Organisational changes.
  • Support the BC&R awareness, understanding & engagement of Senior Stakeholders in the Business Continuity & Resilience Program.
  • Available to assist in leading the business response to a Serious Incident or Crisis and deputise as required.
  • Assist with successful planning for/responding to foreseeable incidents that significantly interrupt operations across our business.
  • Support the team in ensuring that BC&R operational procedures & plans are effective, up to date, rehearsed and meet Governance requirements in full.
  • Support the integration of BC into the developing Operational (Business) Resilience framework.
  • Maintain the Crisis Management Team (CMT) framework and Incident Response planning.
  • Align Incident Response planning and CMT with other related frameworks, such as the Cyber Incident Response protocols owned by the Information Security Team.
  • Manage and implement all BC&R Resilience scenario tests, including desktop exercises.
  • Ensure that resilience incidents (disruptive events) address the root cause and implement remedial actions to prevent reoccurrence.
  • Engages in continuous learning and development that enhances individual performance and organization capabilities. Attends appropriate crisis management related training forums in furtherance of refining the organization’s response to real world crises. Further, proactively educates junior specialists and others throughout the organization.
  • Coaches and provides expertise and may oversee the work of other professionals and support staff in the crisis management discipline.


Essential Technical:

  • Bachelor’s degree in business or related field or meeting years of experience criteria as mentioned below.
  • Experience should be a minimum of 12 years professional in a Business Continuity Management / Business Resilience.
  • 12 years experience in crisis management, risk management, or reputation management.
  • Solid understanding of Operational Resilience.
  • Extensive knowledge across the following resilience fields: Business Continuity, Incident and Crisis Management, Disaster Recovery, Technology Resilience and Supplier/Vendor Management.


Essential Behavioral:

  • Skill in oral and written communication. Fluency in English Language mandatory.
  • Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of quality, creativity, innovation and empowerment.
  • Capable of dealing and interacting with challenging people and situations.
  • Emotionally mature and intelligent, patient and tolerant with ability to train, coach and develop direct reports, peers and colleagues.
  • Able to work in a culturally diverse environment.


Preferred Technical:

  • Fluency in Arabic Language, preferable but not essential.
  • Knowledge of: industry/ regulatory codes and standards.
  • Knowledge of Kingdom of Saudi Arabia High Commission of Industrial Security (HCIS) Codes, Regulations and Standards.
  • Desirable industry qualifications: CIRM, (Risk) MBCI (BCM), CISM (Security) DRII (DR).
  • Experience in planning and program management.


Preferred Behavioral:

  • 3-years minimum experience working in KSA or Middle East, preferable.
  • Successful implementation of mentoring programs for young career minded professional.
  • Multi-tasking co-ordination skill while executing complex and challenging project /program execution.
  • Hands-on approach, solution and delivery oriented.
  • Meticulous attention to detail. Responsible with particular emphasis on quality and duty of care.
  • Thrives and keeps calm under pressure.
