Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

The Quality Manager will collaborate with the Project Management Team (PMT) to implement an effective, efficient, and proactive Quality Management System (QMS) that ensures project success. This role involves developing quality strategies, policies, objectives, processes, standards, and systems for the project, as well as overseeing the review and evaluation of project quality and execution plans. By providing strong leadership, the Quality Manager will enhance organizational competencies and foster a culture of quality, standards, core programs, and processes.

The Quality Manager is responsible for the Quality function of the Jubail project, managing and providing technical oversight to the quality team assigned to the project. The Quality Manager will identify, develop, maintain, and verify the implementation of project quality initiatives and activities within the quality function of project assignment. A solid understanding of engineering, environmental practices, procurement, construction, and commissioning processes is essential. Additionally, the Quality Manager may maintain client communication and liaison regarding project quality activities.

Major Responsibilities:

  • Review Scope of Services documentation and create project procedures and instructions
  • Develop, review, and approve the project quality program/plan, managing arrangements for key milestones to demonstrate solid progress against the established QMS
  • Review and approve quality-related procedures prepared for the project to ensure compliance with the project quality program/plan
  • Identify training needs and provide or deliver training to project personnel
  • Develop and implement the Project Quality Audit and Surveillance Schedule, determining the level and frequency of audits based on performance and risk analysis
  • Review and approve suppliers and subcontractors’ responses to deficiencies identified during quality audits and surveillance activities
  • Prequalify subcontractors, vendors, and designers, evaluating their quality system capabilities and controls
  • Facilitate and participate in critical project reviews, constructability reviews, and model reviews
  • Maintain client communication and liaison regarding project quality-related activities
  • Review project schedules for quality-related activities to ensure timely and effective implementation of the quality assurance program/plan
  • Identify quality issues, initiate documented actions, and verify the effectiveness of implemented solutions. Manage the implementation of the corrective action tool and drive core quality program initiatives
  • Oversee the project corrective action system and processes, analyzing quality data and metrics/KPIs to ensure process health is adequate for planned and future work. Initiate documented actions and verify the effectiveness of solutions
  • Lead and facilitate Project Root Cause Analysis (RCA) using an effective process for initiating, planning, and performing analyses, reporting results, and identifying corrective measures to resolve quality issues and prevent recurrence
  • Engage in pre-qualification audits and assessments of potential or new vendors and subcontractors as required
  • Initiate and/or coordinate stop-work actions when warranted on the project
  • Develop and monitor the implementation of the Lessons Learned program throughout the project phase, capturing new lessons during execution

Education and Experience Requirements:

  • Relevant university/college degree in one of the Engineering disciplines
  • Minimum 20 years’ industry experience which includes leadership roles in Quality Assurance and Control
  • Previous experience working as Quality Manager on EPC projects with focus in QA/QC and managing quality programs on large Infrastructure projects
  • Detailed knowledge of the principles behind Quality programs
  • Strong communication and interpersonal skills
  • Experience in planning and program management

Required Knowledge and Skills:

  • Successful completion of an IRCA-accredited ISO 9001 Auditor Course is required
  • Strong knowledge of quality principles and their application in engineering, environmental practices, procurement, construction, testing, operations, and commissioning
  • Understanding of corrective action systems and their application to eliminate nonconforming conditions
  • Understanding of regulatory requirements that impact the quality program
  • Proficient in both oral and written communication in English
  • Skilled in the use of relevant computer applications
  • Demonstrated abilities in data analysis, verification, and problem-solving, with experience in statistical reporting. Ability to leverage data-driven insights for effective decision-making
  • Experience in managing the needs of multiple stakeholders and driving necessary changes to ensure project success
  • Committed to fostering customer relationships by cultivating a culture of attention to detail and mistake-proofing critical processes and designs
  • Proven cross-functional knowledge through practical engagement throughout a project’s life cycle, with the aptitude to devise and implement effective change strategies
  • Relevant certifications in Quality, such as Six Sigma (Green/Black Belt) or Lean skills (preferred)
  • Capable of dealing and interacting with challenging people and situations
  • Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of quality, creativity, innovation and empowerment
  • Emotionally mature and intelligent, patient and tolerant with ability to train, coach and develop direct reports, peers and colleagues
  • Hands-on approach, solution, and delivery oriented
  • Meticulous attention to detail with capacity to articulate and defend their own deliverables, reviews and evaluations concisely, respectfully and professionally
  • Delivery focused with a desire to “get things done” in a professional, ethical, and timely manner
