Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
This position is designated as Single Status only
Job Summary:
The Operational Risk Manager shall be responsible for all aspects of risk at the Jubail compounds. He should maintain a good liaison with Royal Commission Security and attend all meetings connected to compound security.
Major Responsibilities:
- Supervises risk activities at the Bechtel Project and Jobsite.
- Informs management of major accomplishments, issues and concerns.
- Develops and maintains close professional relationships with peers in appropriate law enforcement, security, foreign operations agencies, corporate Operational Risk groups and third party information providers, to develop timely, relevant threat information and to provide advice on travel safety, project and work-site feasibility, incident management and evacuation for Bechtel personnel or interests.
- Implements appropriate risk awareness and training programs to enable employees to keep themselves and their families secure in the workplace, residence and other places and facilities they frequent.
- Supervises specialized training for assigned gate house staff.
- Supervises and evaluates the performance of assigned personnel, and makes recommendations on personnel and salary administration to functional management.
- Perform any other task assigned by the supervisor and Corporate Operational Risk
Education and Experience Requirements:
- Any Degree /diploma and 10-13 years of experience or 14-17 years of relevant work experience.
- Experience in the field related to Security, Risk, Military Service, or similar.
- Skill in oral and written communication.
- Ability to lead a team, make independent decisions and having problem solving and troubleshooting mindset.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
- Must be results and solutions orientated and be able to solve problems.
Required Knowledge and Skills:
- Bechtel experience with Operational Risk.
- Conducting threat assessments.
- Update & conduct an evacuation Plan.
- Writing Operational Risk policies and procedures.
- Liaison with external Security agencies.
- Conducting briefings & presentations.
- Knowledge of industry 'best' practices.
- Experience of CCTV & alarm systems.
- Proficient in MS office applications.
- Capable of dealing and interacting with challenging people and situations.
- Demonstrated ability to make critical decisions quickly.
- High level of skill interfacing with a wide variety of internal and external stakeholders.
- Hands-on approach, solution and delivery oriented.
