The Royal Commission for Jubail and Yanbu later asked the company to manage Jubail II, an $11 billion (2006-2016) expansion of the city’s industrial and residential areas. The project was expanded for a further five-years in 2016 with Bechtel’s work focusing on providing residential accommodation and education facilities - including a 18,000-student 'greenfield' university - as well as roads, bridges, medical centers, and power, water and waste facilities. 


Job Dimensions: 

Bechtel is seeking an Industrial Specialist (Saudi National). Work in the Industrial Investment Department in the following capacity.


Job Responsibilities:

  • Duties include evaluation of industry applications and all requirements for land, utilities and types of products for Jubail industrial development.
  • Establish process types and evaluate the best use of land to meet the type of process / product capacity and expansion requirements.
  • Process industrial Site Allocation Requests, SAR’s, and comply with the Royal Commission JMP’s.
  • Participate in investor meetings and record the meeting for the file and distribution, and handle assigned accounts for industries.
  • Interface with Engineering for Technical support, studies and other RC Departments for Specialist and Technical input, and Utility interfaces as necessary.
  • Report on the individual industries assigned on a weekly basis and input into the IID Industrial quarterly report, and identify critical items in order to expedite the process of industry allocation of land and utilities.
  • Follow up with industries to ensure the applicant is progressing with their project in accordance with the schedule and conditional requirements of the Royal Commission for industrial development in Jubail.
  • Strict confidentiality requirements and business ethics when dealing with all investors is imperative.


The candidate to be trained for supervisory position for future requirement and will perform the following:

  • Plans, organizes and supervises the identification, classification and status of industrial land allocation and utility requirements in accordance with the client’s procedures.
  • Supervises others in the team in the assessment of industrial development requests and site selection land allocation, plus infrastructure and utility availability.
  • Proactively coordinates interdepartmental input and time response to requests from industries such as Engineering, Environmental, Infrastructure, Urban Planning, Industrial Security and outside agencies.
  • Preparation of weekly, monthly, and bi-annual reports and presentations on status and ensures quality of documents and processes.
  • Supervises the preparation of the Industrial Land Lease Agreements (ILLC) and Amendments.
  • Leads investors through the process of application and allocation of land to achieve the securing of ILLC for Industrial Development.
  • Related duties: Serve as a member of the Land Allocation Committee. Serves as a member of the Site Development Project Team.


Essential Qualifications:

  • University/College graduate with degree in an engineering discipline
  • Minimum 5 years’ experience for BS degree. Minimum experience required for candidate with MS degree is 3 years.
  • Must be able to demonstrate excellent technical communication and interpersonal skills, with ability to influence through discussion and reasoning.

  • Good communicator both written and oral and computer skills.


Preferred Qualifications:

  • Advanced Degree/Master Degree in an engineering, business administration or related degree.
  • Self-motivated individual with good leadership and interpersonal skills and experience, with the ability to influence.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
