Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 

Job Summary:

Monitor contractor Quality Control Program. This includes site inspection for compliance with contract documents, approved submittals and mechanical codes.  

Major Responsibilities:

  • Maintain project safety awareness and enforce company safety policy.
  • Facilitate coordination of contractor’s work with third parties, i.e., SEC, MARAFIQ or other public agencies. 
  • Review technical submittals, respond to contractors technical queries and coordinate with Engineering Department on technical issues. 
  • Supervise quantity take-offs. Review O&M manuals. Monitor as-builts. Evaluate construction material testing results. 
  • Review contractor’s monthly invoices. Prepare daily reports on each contractor. 
  • Provide technical support to the preparation of Field Change Requests and Change Orders.
  • Participate in construction progress meetings. 
  • Participate in final inspection and prepare punch lists. 

Education and Experience Requirements:

  • Bachelor's degree in Mechanical Engineering.
  • University Hire with 2 years of experience or 5-6 years of relevant work experience.
  • Experience in Buildings and Site development.  
  • Good oral & written communication skills in English are required.
  • Prior experience supervising and administering subcontractors.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences

Required Knowledge and Skills:

  • Hands on experience in Buildings and Site development.
  • Familiar with Air Handlers, Exhaust Fans, Chillers, Split unit, Sanitary System, Potable Hot & Cold Water System, Storm Water System, Fire Suppression System, BMS System, elevators & escalators, chilled water distribution, potable water booster pump equipment & system, sewage lift/pump station equipment & systems including SCADA etc.. 
  • Knowledge of commissioning all HVAC, Plumbing and Fire Suppression Systems and all other associated mechanical work with residential and public buildings.
  • Familiar with local codes, International Codes & Safety Standards.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook.
  • Self-motivated individual with a passion to take ownership of projects and provide sound technical leadership to contractor’s staff and engineers.
  • Be quality orientated and work proactively with the contractors to eliminate defects and maintain a zero-rework environment.
