Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary:
The work location will be either Jubail or Ras Al-Khair.
Administers large, moderately complex contracts. Maintains a continuing review of the progress of each contract and provides management with information regarding any financial, schedule, legal or technical difficulties. Prepares change order and amendments, negotiates with contractors and customers to obtain settlement.

Major Responsibilities:
- Implements the division responsibilities matrix which records the project’s agreed assignment of various contract management tasks and the standard work process procedures applicable to Contract Administration.
- Administers assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial, schedule or technical difficulties.
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.
- Administers moderately complex contract changes by negotiating with contractor and customer personnel and obtaining settlement.
- Administers information programs to ensure mutual understanding of contract terms and conditions.
- Prepares periodic status reports and presentations for management.
Education and Experience Requirements:
- University degree in business, accounting, engineering, or related field.
- Minimum 13 to 15 years relevant work experience in the post-award administration of contracts, including team leadership.
- Experienced in lump sum, unit price and cost-plus type contracts.
- Experienced in construction, design, services and O&M forms of contracts.
- Ability to prepare department procedures/guidelines.
- Skilled in use of project related software (MS Office, Power BI, etc.)
Required Knowledge and Skills:
- Advanced degree in business, law or quantity surveying.
- Current/prior Bechtel experience.
- Previous experience on integrated project(s) and support client initiatives.
- Contract formation and/or claims experience.
- Ability to prepare and/or revise contract terms & conditions and project procedures.
- Understanding of law, negotiations, and/or cost engineering.
- Familiarity with Saudi Arabia Government Procurement Law
- Middle East experience.
- Intermediate to expert knowledge of contracting regulations, policies and practices.
- Specialized courses or experience in pricing, contract law, negotiations and accounting.
- Experience in developing and recommending potential solutions to contractual problems to management.
- Knowledge and understanding of the project functional groups and company policies, procedures and work practices.
- Proficiency in administration of large, complex contracts, including assessing and resolving claims.
- Provide operational and/or functional direction to assigned staff.
- Demonstrated experience in managing staff and workload distribution, as well as personnel interviews, selection, annual reviews and mentoring.
- Supports special projects as requested by Contract Manager or Client.
- Effective in guiding and mentoring junior staff to facilitate a positive work environment.
- Experience in supervising personnel, workload distribution and execution of the work, as well as personnel interviews, selection, performance evaluation, career counseling, etc.
- Adaptable and comfortable in differing cultures and environments.
- Ability to represent department & Contracts Manager in cross-functional meetings.
- Well-developed team/project collaboration skills, and in proposing solutions.
