Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

The Chief Structural Engineer is a key member of the Royal Commission-Bechtel’s Engineering Department / Structural Group / Technical Support Core Team.

Major Responsibilities:

 

  • The Chief Structural Engineer assigns work, corroborates results and leads the Structural team to ensure thorough and timely reviews of structural engineering designs prepared by the client’s design professional consultants.
  • Developing plans and schedules and conducting and coordinating each phase of structural engineering designs for infrastructure projects developed in house by the client.
  • The Chief Structural Engineer has the ability to develop, guide, train, and transfer knowledge to Saudi National structural engineers.
  • Coordination across Engineering Core Group disciplines for identification of clashes, errors and omissions.
  • Development and management of Structural Specifications, Design Manuals, Design Criteria, and Standard Drawings.
  • Ensure proper monitoring, management and close-out of design review comments during the design review process.
  • Provides Key Performance Metrics to management
  • Supervises the members of the Structural Team and provides regular performance feedback, career guidance and support.
  • Provides guidance and training and transfers knowledge to Saudi National Engineers.
  • Receives direction on Project from Manager of Engineering / Manager of Technical Support
  • Receives functional direction from Infrastructure GBU – Chief Structural Engineer.

 

Education and Experience Requirements:

  • BS in Civil Engineering or Structural Engineering from an accredited college or university.
  • MS in Civil/Structural Engineering from an accredited college or university.
  • Minimum of 10 to 13 years of structural design experience in developing plans and schedules and conducting and coordinating each phase of structural engineering designs for building and infrastructure structures, including strong conceptual structural Engineering experience.
  • Minimum of five (5) years of design team leadership experience with proven ability of delivering quality structural designs/Structural design reviews within strict timescales.
  • Possesses direct structural engineering design and calculations / analysis experience on building and infrastructure projects, particularly those framed with cast-in-place and precast-prestressed concrete, structural steel, and reinforced masonry.
  • Experience in the reviews of structural engineering designs for building and infrastructure structures prepared by design professional consultants. Ability to guide external Consultants to provide correct structural solutions.
  • Strong directional leadership, people management, teamwork and communication skills.
  • Ability to provide strong, active technical leadership to adopt and enforce a consistent approach.
  • Possesses excellent written and oral English communication, interpersonal, mentoring, and knowledge transfer skills
  • Has the ability to work within a culturally diverse organization, recognizing and respecting differences, as that is by definition the integrated Royal Commission-Bechtel team.

Required Knowledge and Skills:

  • Maintains a Registration or Charter as a Professional Structural Engineer (i.e., Registered Structural Engineer, MIStructE, or similar).
  • Experience in design of Bridges and Structural assessment of existing structures.
  • Experience performing Value Engineering, Constructability Reviews, Safety Reviews, and O&M Reviews.
  • Ensures consistency and uniformity of structural engineering across the various projects.
  • Experience providing technical support to Construction Department and disposition of queries and review of submittals.
  • Experience coordinating structural engineering to civil and geotechnical engineering, other engineering disciplines, and architecture.
  • Experience reviewing, updating, and preparing Structural Specifications, Design Manuals, Design Criteria, and Drawing Standards.
  • Possesses a working knowledge of Mathcad, MATLAB, or similar.
  • Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit.
  • Possesses working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit.
  • Holds expertise with the use and thorough knowledge of International Design Codes/Standards/Specifications, particularly ACI, AISC, ASCE, and PCI or their British equivalents.
  • Holds expertise with current computer-aided structural engineering and design software, such as STAAD.Pro, STAAD.Foundation Advanced, ETABS, SAFE, and SAP2000.
  • Ability to assists in on-the-job-training of assigned personnel and provide input for their performance evaluations.
  • Understands the roles played by other departments with respect to engineering and construction management, including construction and safety practices.
  • Demonstrated ability to make critical decisions quickly.

  • Ability to develop, guide, train, and transfer knowledge to Saudi National structural engineers and the broader Engineering and Construction teams.
