Project Overview: 

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 


Detailed Job Description: 


Job Purpose:


Develop and write Business Continuity plans to ensure the continuity of critical services and activities before, during and after disruptive challenges from emergencies, incidents and events.


Basic responsibilities and functional tasks

Operational tasks

  • Liaise with all stakeholder teams to help advise and guide on business continuity requirements
  • Using information from business impact analysis methods, develop plans to help stakeholders to be crisis prepared
  • Prepare plans to ensure continuity of business at the city level in emergency situations, especially those that may disrupt business interests.
  • Identify and classify important businesses whose absence and disruption significantly affect the national economy.
  • Assess the potential impacts of businesses and disrupt potential scenarios that interruptions affect local services.
  • Assist in developing strategies to counter potential impacts and verify implementation of these strategies at city level.
  • Prepare plans for ensuring business continuity at the judicious, tactical and operational levels.
  • Prepare and write plans for each department and joint plans to ensure business continuity.
  • Writing and maintaining business continuity plans.
  • Coordinate with the concerned departments to verify the business continuity system in case of emergency.
  • Work with and across all sections of the crisis and disaster management department to ensure continuity of services and workloads
  • Assist in the development, design, delivery of training and exercises to test and exercise business continuity and resilience plans and capabilities
  • Other related tasks as assigned.


Essential Technical:

  • Diploma / Degree from an accredited institution.
  • Minimum of five (5) years’ work experience in Business Continuity Management.


Essential Behavioral:

  • Demonstrate excellent written, verbal communication skills and interpersonal skills.
  • Ability to explain new work processes and technologies to all levels of the organization.
  • Demonstrate leadership in a team-based environment.
  • Ability to balance work requirements from multiple contesting task assignments.


Preferred Technical:

  • Military, para-military, emergency services and/or health services type experience and training.
  • Computer literate in Microsoft Office applications including Word, Excel, PowerPoint, Outlook.


Preferred Behavioral:

  • Self-motivated individual with good leadership and interpersonal skills and experience, with the ability to influence.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
  • Ability to work within an integrated Royal Commission/Bechtel team at multiple levels from working level to Project Manager level.
  • Demonstrated ability to influence key stakeholders to make critical decisions where required.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.



Salary Grade Determination

Grade 25 – Atleast 5 years work experience.

Grade 26 - 8 plus years work experience.
