Quality Assurance - Supervisor

SUMMARY:

Participates in the implementation of the quality program/plans. Participates in a staff function either in quality program development/implementation/maintenance or in a management capacity. Responsible for supervising quality activities on a project as the subordinate to the quality manager or deputy quality manager. May maintain client liaison and communication for project quality activities. Advises management of project quality problems and progress.

JOB DIMENSIONS:

A. Supervision Received

  • Receives operational supervision and technical direction from Project Quality Manager or Deputy Project Quality Manager.

B. Supervision Exercised

  • Provides technical direction and supervision to assigned quality, quality control, quality engineering and technical specialist personnel.

C. Contacts

  • Maintains contact with client, supplier quality personnel and regulatory personnel, as directed by manager.  Interfaces with suppliers and contractors on quality related items

ESSENTIAL JOB DUTIES:

  1. Implements the quality program/plans for a project.
  2. Ensures timely and effective implementation of project quality program/plans.
  3. Directs the implementation of the project monitoring/auditing program at the assigned construction.
  4. Prepares and completes quality audit checklists and participates in audits.
  5. Provides recommendations to project personnel to correct quality deficiencies.
  6. Represents the project during audits by management, the client and regulatory agencies as requested by the quality manager.
  7. Follows up on actions taken in response to audit findings to ensure adequate close out.
  8. Provides on-the-job training for assigned quality personnel.
  9. Prepares quality procedures for review, approval and issuance in accordance with client and company requirements.
  10. Prepares revisions/amendments for the project quality program/plan for review, approval and issuance.
  11. Reviews quality related procedures and manuals developed by other departments, suppliers and subcontractors for conformance to project quality program/plan requirements.
  12. Reviews and reports on the impact of new or revised regulatory requirements on the project quality program/plan.
  13. Performs supplier/subcontractor qualification surveys, reviews requests for proposals, evaluates bid documents, reviews supplier/subcontractor quality programs, and performs source inspections, surveillances and quality audits.
  14. Support in the implementation of the People Based Quality (PBQ) Program.
  15. Perform other duties as required by Bechtel management.

 

JOB KNOWLEDGE:

  • Technical knowledge in the application of engineering, environmental, procurement, contracts, safety, construction, testing, preops, etc. and regulatory requirements.
  • Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, preops, etc.
  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.
  • Knowledge of regulatory requirements and functions which impact the quality program/plan.
  • Proficiency in oral and written communications.
  • Proficiency in providing direction and on the job training to assigned personnel.
  • Some proficiency in managing financial performance.
  • Proficiency in the use of applicable computer programs.

This knowledge is normally acquired through one or a combination of the following:

  • a recognized degree in an engineering or scientific discipline, or
  • specialized courses in engineering, quality, personnel administration or a specialized discipline, and
  • practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, or business administration

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.

Position for Quebrada Blanca Fase 2 Project Iquique, Port, Pipeline or Concentrator, Chile. With the purpose of being accredited to perform in the field, the position will begin in Santiago until receiving the corresponding authorization and then will move to the field as soon as possible to join the respective shift.
