Purchasing Supervisor - Iquique

Role Overview

Participates in the planning, staffing, training and development of purchasing personnel. Additionally, participates in training of non-procurement personnel in preparation of material requirements.  Distributes workload to assigned staff for project purchasing activities. Coordinates with project personnel for development of scope of work, and release strategies for bulks and other consumable materials. Supports and monitors the project schedule to ensure that materials and equipment are delivered to meet project requirements.  Reports to the Project Field Procurement Manager.

Principle responsibilities include but are not limited to:

  • Supervises assigned personnel in the orderly performance and completion of project field procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
  • Supervises assigned personnel in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements.
  • Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
  • Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups.
  • Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority.  Ensures all commitments made by subordinate personnel are accurately presented and have proper approval and signing authorities, as contained in the Procurement Procedures.  Reviews and recommends bid selections that require higher Procurement approval authority.  Executes commitments within delegated signing authority.
  • Communicates with material management and other project personnel to develop effective supply chain strategies, such as bid, evaluate and award of blanket agreements and basic order agreements.
  • Communicates with project supervision to assist, guide, and plan the processing of material requisitions for all project purchases
  • Develops project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures.
  • Develops, monitors, and maintains project master Purchasing proforma documents, including legal comments to commercial terms and conditions.
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Procurement Procedures.
  • Coordinates Purchasing operations in both the project control office and support offices to assure compliance with project requirements.  In conjunction with the global business unit Field Procurement Manager, provides functional guidance to Purchasing personnel at the project jobsite.

Basic Qualifications

  • Bachelor’s degree in Business Administration, Supply and Logistics Management, or similar discipline with 9 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.
  • In lieu of a degree, 15 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.

Minimum Qualifications:

  • Knowledge of BPS (Bechtel Procurement System )
  • Experienced in project planning and operations, including both office and jobsite locations.
  • Working knowledge of Engineering, Construction, Quality, and Operations procedures.
  • Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
  • Knows the applicable Corporate and global business unit policies and instructions, and Procurement procedures and guidelines that affect the work.


Preferred Qualifications:

Moderately Capable in the English Language

Position for Quebrada Blanca Fase 2 Project in Santiago, Chile.

With the purpose of being accredited to perform in the field, the position will begin in Santiago or Iquique until receiving the corresponding authorization and then will move to the field as soon as possible to join the respective shift.

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.
