Position Summary


Bechtel is seeking a Contracts Manager for the Mining & Metals team, based in Chile. The position will be responsible for Managing contract formation and administration for a Bechtel organization or provides in-depth functional support in a contract specialty [prime contract formation, prime contract management, (sub)contract formation, (sub)contract management, or claims. Providing technical support and guidance to the manager of the assigned organization, typically one or more organizations responsible for profit and loss or executing to plan, regarding the entire contracts work process within the assigned organization(s).



The Contracts Manager is principally responsible for:

  • Providing support to business and execution units in the formation of prime contracts, particularly to the extent formation may affect successful management of the prime contract, including participating in the proposal, prime contract reviewing, joint venture and/or (sub)contract partnering, and risk assessment process.

  • Participating in functional management team reviews.

  • Where no full time Contract Manager or Prime Contract Administrator is assigned to a project, ensure the following responsibilities are properly addressed: Working with the Project Manager and project team to identify and maintain the prime contracts baseline and to develop a Prime Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, typically including a Contract Management Responsibilities Matrix, a Contract Requirements Action List, a Contract Notice Requirements Action List, a Project Change Order Procedure including the Pending Items Program, and mechanisms to monitor Project compliance with prime contract terms and conditions and maintain the Project “baseline”; Providing ongoing training in the various aspects of prime contract management to Project Managers and to other key members of project teams to address prime contract management principles, (sub)contract formation and administration, identification, preparation, and resolution of claims; Working with Project Managers to ensure that Bechtel’s entitlement to additional time and compensation is properly documented and communicated to the Customer; Providing claims identification, development, and presentation support to the Project team, assisting in the management and resolution of claims as required; Working with Construction, Engineering and Procurement, ensure (sub)contracts and contracts (where Bechtel’s role is Construction Management) contain appropriate lowdown of prime contract terms; Ensuring compliance to applicable Bechtel policies (e.g., Policy 230, Policy 102).

  • Ensuring that projects are staffed with qualified/trained personnel responsible for the prime contract and (sub)contract management functions.

  • In coordination with line managers and senior functional and organization managers, reviewing financial data for projects on a regular basis to identify projects with deteriorating profitability which may need specialized contracts/claims support.

  • When assigned to a Contracts specialty: Maintaining knowledge bank of Bechtel contracting practices; Recommending, developing, and implementing programs to maintain contracts capability required to support current and forecast work in line organizations; Developing and maintaining tools for use by all Bechtel organizations and projects, incorporating lessons learned, changes in contract policies and strategies, and new approaches to contract management; Developing, updating and presenting workshops in the specialty on a scheduled and an on-demand basis; Providing specialized troubleshooting to projects; Developing, guide, and mentor Contracts professionals in cooperation with Managers of Contracts assigned to line organizations; Identifying candidates for inter-organization transfers and provide support as needed; Directing development of automation tools or evaluate proposed tools for improving the productivity or contributing to the effectiveness of the contract work process; Promoting the development of multi-function software programs that lead to greater efficiency.

  • Providing contracts reviews/audits to projects to identify potential contracts problems and process improvement opportunities. Assisting in the development and implementation of systems and resources necessary to make improvements.

  • Providing prime/(sub)contract claim support and resources to project teams to prepare and negotiate claims as required.

  • Reporting performance data to the Central Contracts Group for use in maintaining contracts metrics.

  • Communicating successes/lessons learned to the Corporate Contracts function for use in improving contract tools, upgrading the skills of Contracts personnel, and improving workshops.

  • Participating in industry organizations and forums to communicate Bechtel’s contracts capabilities and corporate commitment to contracts.


Qualifications and Skills

Basic Qualifications

The Contracts Manager shall be knowledgeable and/or experienced in:

  • Bachelor’s Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering; OR equivalent experience.


Additional Qualifications

  • Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprised of many nationalities and backgrounds.

  • Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.

  • Proficiency in the formation and administration of prime contracts, or Proficiency in the formation and administration of (sub)contracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.

  • Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers, and terminations.

  • Demonstrated capability to prepare and make effective presentations to Customers, line managers, Project Managers, and project teams.

  • Has broad knowledge of contracts management or claims primarily on domestic projects, typically in one contract specialty.
