Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery next year. The candidate will act as the Industrial Relations Manager on the CCGT Project in Pecos, Texas. 
The candidate may start in the home office in Reston, Houston or on project site in Pecos, TX, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long-term assignment to the project in Pecos, TX. This position is contingent upon project award.  

Job Summary:

In this role, you will lead a team and manage daily industrial relations activities on construction project, providing advice in the resolution of employee disputes, project workforce effectiveness.  The Deputy Industrial Relations Manager is responsible to provide leadership support under supervision of the Project Industrial Relations manager. Will lead project teams in the establishment, implementation and administration of Project Industrial Relations systems & procedures, in accordance with the Project’s Industrial Relations Execution Strategy.  #LI-TH1 

Major Responsibilities:

  • Monitors daily Industrial Relations activities on major Renewables & Clean Energy project.
  • Provides advice and guidance to Industrial Relations team in the resolution of employee disputes, employment administration, and IR Work activities.
  • At times may represent Bechtel in external meetings with community, internally with construction management and with client representatives.
  • Supervises the preparation of information and data to be discussed at these site meetings which can include: local area surveys on manual workforce availability, productivity and compensation, available employment trends at site (hiring/terminations, work rule violations).
  • Supervises the development and implementation of process improvement initiatives with construction management.
  • Strong understanding of policies and practices and its application at project.
  • Possesses proficiency in the requisition tracking programs and employee data programs.
  • Monitors existing IR/WFS programs to ensure desired objectives and/or results are being achieved.
  • Leads complex craft employee relations investigations and resolves employee disputes.
  • Provides advice and counsel to management on IR policies.
  • Provides oversight of camp housing and accommodation operations, ensuring facilities, services, and workforce living conditions support project productivity, employee well-being, and compliance with project standards and local regulations.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Major project construction experience in Employee Relations, Industrial Relations, Workforce Services or Human Resources (HR).
  • Comprehensive experience across all major areas within Industrial Relations, including recruitment / workforce development / employee dispute resolution program etc.
  • Ability to liaise with site non-manual personnel – all departments – to ensure effective implementation of Industrial Relations systems.
  • Working knowledge & understanding of Bechtel industrial / recruitment / training / manual craft employee systems and their implementation.
