Role Overview


  1. Reports to the Senior Supplier Quality Representative for operational guidance and to the business unit Functional Supplier Quality Manager for functional guidance.
  2. Contributes to project specific procedures with the Supplier Quality Supervisor.
  3. Will maintain focus on project’s estimate baseline.  Recommends a course of action to bring hours or other activities back in line with budget or, if justified, initiate Trends to the Project Supply Chain Manager for a scope change request.
  4. Reviews source inspection assignments and recommends corrective action on problems identified in the reports.
  5. Reviews the performance of third party service providers of expediting services and furnishes comments to global business unit Supplier Quality for action.
  6. Assists the project team in the development and/or interpretation of technical specifications that fulfill the objectives of the project and customer.
  7. Participates with engineering, quality assurance and construction organizations in development of cross-functional and proactive approach to mitigation of supplier performance issues.  Provides input for process improvements that minimize risk of manufacturing and testing issues on complex commodities.
  8. Performs capability assessment surveys and quality system audits on project’s behalf.  Makes recommendations to project regarding suitability of supplier based upon results of surveys and./or audits.
  9. Participates on project behalf in meetings and teleconferences with suppliers for the purposes of performance improvement, resolution of specific issues and to highlight and address performance trends that indicate potential negative impact to project objectives.
  10. Evaluates supplier performance records; provides data and information to the project relative to continued or serious supplier performance issues; and recommends issuance of supplier warnings or advisories where appropriate.
  11. Participates in the planning, staffing of project/in-shop/jobsite supplier quality operations.  Monitors expenditure of project and shop surveillance jobhours to assure operations within the project budget.
  12. Provides data needed to prepare the critical items reports, or other supplementary reports as required.  Coordinates the accumulation of data from project Supplier Quality Representatives.
  13. Participates in pre- and post-award meetings to review and discuss quality concerns and potential problem areas that may impact delivery of goods.
  14. Ensures supplier evaluation reports from Supplier Quality team are input into the Supplier Information System.
  15. Responsible to support implementation of corporate and business unit capital cost initiatives and report against established plans and targets.
  16. Accountable to the project schedule and progress and performance reporting of the supplier quality team to include planning, pre-award, and post award administration of procurements.
  17. Prepares and organizes assigned Procurement-sponsored meetings to ensure complete understanding and agreement between Bechtel, the customer and supplier on all purchase order matters.
  18. Attends project status meetings and reports status of area of responsibility, produces and distributes meeting minutes and accountable to closing open actions.
  19. Responsible to maintain key/critical supplier relationships with supplier’s senior project personnel executing orders to ensure performance of the work.
  20. Accountable for integrity of records management for respective team as it relates to purchase order administration activities.
  21. Responsible to oversee supplier performance and cause to be initiated, appropriate notices including notices of backcharges/claims.

Experience / Qualification

  1. >7 years’ experience in commercial aspects of procurement of major equipment and bulk materials.
  2. Has worked on large projects (>$3 billion) in a Senior Supplier Quality Representative role.
  3. Experienced with quality management programs including ISO9000, ANSI N45.2, and 10CFR50 Appendix B.
  4. Requisite certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following:
  • Conducts capability surveys of a prospective supplier.
  • Participates as an audit team member or technical resource for material and/or quality program audits.
  • Monitors the administrative and technical performance of Third Party Agency quality surveillance contractor personnel to assure that Corporate Supplier Quality Manual and Procedures and quality surveillance assignment instructions are implemented.
  • Supervises the activities of a Level I or Level II certified Supplier Quality Specialists.
  1. Proficient in interpreting schedules to ensure that realistic milestones are established required activities occur on time, and that interface between activities is maintained.
  2. Knowledge of general business practices and administrative procedures and oral communication regarding technical and production matters with both project and supplier personnel.
  3. Knowledge of equipment and material fabrication sequencing and plant construction sequencing.
  4. Experience in techniques of quality program management of materials and equipment.  Working and process familiarity with Engineering, Planning and Scheduling, Construction, and Procurement practices and an understanding of manufacturing processes and procedures.
  5. Experienced in the supplier warning and advisory process.
  6. Is a Certified Bechtel “Supply Chain Specialist”
  7. Preferred – familiarity with equipment and processes associated to petro-chemical plants.
