Project Overview

Thacker Pass is critical to the green energy transition in the United States. Situated on the largest known lithium deposit in the North America, the multi-billion-dollar mine and processing facilities will eventually produce more than 16 times the current U.S. yearly output of lithium.

The battery-quality lithium carbonate made at Thacker Pass will be enough to power nearly 1 million electric vehicles each year. Bechtel is proud to offer opportunities on this project of international significance.

Position Summary

An exciting opportunity currently exists for an experienced Contracts Administrator to join Bechtel’s Mining & Metals Thacker Pass Project team. Reporting to the Subcontract Formation Supervisor, the role will entail contract formation and administration duties for both goods and services.

As you will be required to effectively liaise with the client, corporate groups, functional departments, global business unit contracts personnel, and project supervisors, as well as maintain relationships with bidders and contractor personnel, we are looking for someone with excellent interpersonal skills who can work collaboratively and inclusively.

 

Responsibilities 

Develops and issues contracts and services agreements as assigned by performing the following:

  • Prepares bidders’ lists, ensuring supporting input is received from relevant stakeholders and pre-qualifies bidders. Forms bid request packages, addenda and other bid cycle correspondence, ensuring proper format, content and project requirements are met.
  • Facilitates Pre-Bid Package Risk and Strategy Workshop(s)
  • Issues bid request packages to approved bidders.
  • Coordinates bidders’ questions and answers to those questions
  • Receives and evaluates bids commercially.
  • Directs negotiations and prepares proposed negotiating plans as required.
  • Prepares Commercial Bid Summary and Recommendation for Award.
  • Recommends and secures approvals in accordance with established procedures.
  • Prepares contract documents for execution.
  • Prepares and maintains control and status reporting documents.
  • Prepares and organizes assigned Contracts sponsored meetings, both pre and post award, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
  • Assists project contracts team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
  • Administers assigned contracts and (sub)contracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Assesses and processes Contractor payment claims in a timely manner.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.
  • Administers complex contract changes by negotiating with contractor and client personnel and obtaining settlement.
  • Represents client as agent for in contractual discussions of various complexities.
  • Administers information programs to ensure mutual understanding of contract and (sub)contract terms and conditions.
  • Prepares periodic status reports for management.
  • Is familiar with the project’s estimate baseline for assigned packages and identifies respective Trends, as required.
  • Accountable for integrity of records management for assigned work.
  • Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures.

 

Qualifications and Skills

Basic Qualifications 

  • Proficiency and broad experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back-charge procedures, resolution of claims and disputes, and other such related steps.
  • Experience administering complex construction industry (sub)contracts. Extensive knowledge and experience in (sub)contract administration required. 

 

Additional Qualifications 

  • Experience in developing complex contract types, fee arrangements, terms and conditions.
  • Knowledge of law, commercial negotiations, accounting and cost engineering gained through education or experience.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, client and other services.
  • Experience in supply chain / procurement automation management tools and databases.
  • As the project scopes progress, there may be a requirement for this position to transition to the project job site in NV.
  • US Project contracting, and execution experience preferred.
