Subcontract Formation Specialist

The Subcontract Formation Specialist will perform all tasks involved in the formation and award of moderately complex (sub)contracts. Communicates with bidders and personnel within Bechtel to establish clear definition of requirements and to assure performance to the stated project requirements.  Assists and conducts meetings as needed to perform the work. Maintains a continuing review of the progress of each (sub)contract and provides management with information regarding any financial, legal or technical difficulties.

  1. Contacts
  • Maintains working relationships with project contracts personnel and other project supervisors to be cognizant of all project operations and to implement appropriate actions on behalf of the contract function.
  • Maintains relationships with bidders and contractor personnel in order to resolve specific project problems, to be aware of current market conditions, and to inform bidders and contractors, when necessary, of the overall project requirements.
  • Maintains contact with corporate groups, functional departments and global business unit contracts personnel.
  • Maintains contacts with client personnel as authorized and/or directed.


Effective Job Duties

  • Implement the agreed assignment of various (sub)contract management tasks and procedures applicable to (Sub)Contract Formation.
  • Coordinates activities necessary to maintain progress of Service Requisitions.
  • Develops bidders list, pre-qualifies bidders and obtain approvals.
  • Forms bid requests packages, issues Request for Quotes to approved bidders, coordinates bidder clarifications and receives bids.
  • Coordinates technical evaluation process, evaluates bids commercially, directs negotiations assembles commercial bid tab summary and prepares Recommendation to Award to secure approvals.
  • Prepares contract documents and ensures contract execution
  • Represents Bechtel in contractual discussions of moderate complexity
  • Administers information programs to ensure mutual understanding of (sub)contract terms and conditions.
  • Prepares periodic status reports for management
  • Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures
  • Prepares and organizes assigned Contracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters.  After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
  • Assists project Contracts team when instructed in solving and attending to administrative problems on planning, staffing, work-hour calculations, budgeting, procedures preparation, commitments involving monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.


Basic Qualifications

  • Broad experience in the formation, negotiation and award of all types of contracts.
  • Experience in developing complex contract types, fee arrangements, terms and conditions.
  • Experience in contract administration.
  • Skill in working and communicating effectively with all levels of project functional groups.
  • Knowledge of procurement regulations, policies and practices.
  • Specialized courses or experience in pricing, contract law, negotiations and accounting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Demonstrated oral and written communication skills.

Grade 26

  • Minimum 8 years’ experience in the EPC industry
  • Minimum 5 years in (sub)contract formation and award of moderately complex contracts
  • Experience in (sub) contract administration.

Grade 27

  • Minimum 10 years’ experience in the EPC industry
  • Minimum 7 years in (sub)contract formation and award of large complex contracts
  • Experience in (sub)contract administration.
  • Assists when instructed in the planning, staffing, work-hour calculations, budgeting and contract procedures preparation.
