Position Overview:

A senior supply chain specialist role with a focus on subcontracts. Performs all tasks involved in the formation, award and administration of subcontracts, with select formation and administration of purchase orders as needed. Communicates with bidders and stakeholders within Bechtel to establish clear definition of requirements and to assure performance to the stated project requirements.

 

Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. 
 

This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.#LI-HB1
 

Major Responsibilities:

Level I

  • Conforms and ensures subcontract execution.
  • Communicates with stakeholder personnel to assist, guide, and plan the processing of service requisitions.
  • Directs negotiation in the commitment of subcontracts.
  • Develops and issues subcontracts and services agreements as assigned.
  • Prepares bidders’ lists and pre-qualifies bidders.
  • Forms bid request packages and issues bid request packages to approved bidders.
  • Coordinates bidders’ questions and answers to those questions.
  • Prepares Commercial Bid Summary and recommendations.
  • Recommends and secures approvals in accordance with established procedures.
  • Prepares subcontract documents for execution.

Level II

  • Communicates with stakeholder personnel to assist, guide, and plan the processing of service requisitions for all project contracts.
  • Leads preparation of bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met.
  • Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures.
  • Reviews and recommends bid selections that require higher approval authority.
  • Executes commitments within delegated signing authority.
  • Communicates with Engineering and Construction supervision to assist, guide and plan the processing of service requisitions for all project contracts.
  • Develops project contracts operating procedures for review by designated supervisor and inclusion into the project contract procedures.
  • Develops, monitors, and maintains project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents.
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor.

 

Education and Experience Requirements:

Level I

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

Level II

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

 

Required Knowledge and Skills:

  • Proficiency in all phases of the formation and administration of subcontract agreements, including types, terms, and legal requirements.
  • Skilled in working with and communicating effectively both orally and in working with other project functional groups, including Project Management and other Service organization Leaders.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Working knowledge of procurement regulations, policies, and practices. Practical knowledge of US Government contracting requirements, cost reporting, and generally accepted accounting practices is an asset.
