Job Summary:
Performs tasks involved in the formation and administration of home office engineered purchase orders. Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Ensures that purchasing operations for their assigned package satisfy project requirements and conform to established Procurement, and corporate policies, instructions, procedures, and guidelines. #LI-CS1
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership”

Supervision Received:
- Receives operational direction from the Purchasing Supervisor.
- Receives functional direction and support from the Energy Purchasing Manager.
Contacts:
- Maintains working relationships with Project Procurement personnel and project discipline personnel including Engineering, Project Control, Construction and Field Procurement to ensure alignment and accomplishment of project objectives, plans, and requirements.
- Maintains direct working relationships with material suppliers, and related professional organizations regarding Procurement activities at jobsite.
- Maintains direct working relationship with the Energy Supply Chain function to ensure functional direction, personnel support, and technical assistance are available as required.
Major Responsibilities:
- By reviewing the prime contract requirements, develops and prepares project master purchases proforma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments
- Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into pro-forma documents
- Participates in the development of project purchasing procedures
- Prepares, maintains, and monitors project bidder’s lists, ensuring input is received from all procurement functions and other operational groups
- Communicates with Engineering to assist and/or guide them in the preparation of material requisitions
- Participates in the planning, job hour calculations, budgeting and other related activities in projecting purchasing staffing requirements for projects
- Reviews international project commercial conditions of purchasing to ensure purchasing pro-forma terms, conditions and procedures are compatible with applicable Bechtel Directives, Instructions and Supply Chain Governance
- Forms, issues, and administers purchase orders
- Communicates with suppliers to achieve required service and meet project needs
- Prepares and organizes assigned Procurement sponsored meetings
- Directs negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor
- Provides training and guidance to other purchasing personnel regarding all aspects of formation and administration of purchasing forms, procedures, and buying goods
- Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplemental commercial conditions
- Monitors billing for compliance
Education and Experience Requirements:
- Bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
Required Knowledge and Skills:
- Experience with and knowledge of Procurement operations particularly pertaining to Purchasing
- Working knowledge of Expediting, Material Management and Traffic & Logistics.
- Developing professional expertise, applies company policies & procedures to resolve a variety of issues
- Skilled in oral and written communications.
- Knowledge of business administration procedures, techniques, and business ethics.
- Knowledge of Bechtel Digital Supply Chain System (DSCS) preferred
